Description
The Department of Navy, Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No. N66001-17-R-0002 for Guam Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) Military Construction (MILCON) Planning and Design services. SSC Pacific requires support for C4ISR planning, design, engineering, electronic security and administrative services supporting the C4ISR planning and design directly associated with the currently planned MILCON Project P-649, entitled "Guam Joint Communications Upgrade". This contract will also support C4ISR planning, design, engineering, and administrative support for the Marine Corps MILCON projects under the purview of Code H on Oahu, Hawaii. The specific Marine Corps MILCON projects located on Marine Corps Base Kaneohe are P-904/P-908 MV-22 Hangar, P-864 Aircraft Maintenance Expansion, P- 884 Aviation Simulation, P-863 Aircraft Maintenance Hangar, P-861 VMU, MWSD and CH53E, P-373 AAV Maintenance Facility, P-843 Multi-purpose Training Complex, P-891, Hangar 102 Upgrade CH-53K, P-923 Regional Communications Electrical Factory, P-930 Fire Station, P-736 Dewey Square Education/Professional Development Center, P-880 Regimental Headquarters, P-881 CISD and MITSC Facilities, P-916 Renovation of Building 301 for MALS-24 Headquarters, P-945 Combat Training Tank and P-836 MAG-24 Headquarters Building. The specific Marine Corps MILCON projects located on Camp H. M. Smith are P-818/819/820 MARFORPAC Operations Facility Phase I, II and III respectfully. The specific Marine Corps MILCON project located on Puuloa Range Complex is P-931 Puuloa Communication/Electrical Modification. The anticipated action will be a requirements type indefinite delivery indefinite quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) pricing Contract Line Item Numbers (CLIN) for services, cost reimbursement CLINs for materials and other direct costs (inclusive of travel). No fee will be allowed under the cost reimbursement CLINs. The period of performance will include a two-year base period and three one-year option periods. The total estimated level of effort is 493,920 hours with an estimated total dollar value of $49,685,573. The North American Industry Classification System (NAICS) Code is 541512 Engineering Services, and the Small Business Size Standard is $27.5M. Security classification will be at the Unclassified level. For this requirement, a market survey to determine small business capability was posted on SPAWAR e-Commerce Central on 22 August 2016. Based on the evaluations of the responses to the market survey, SSC Pacific intends to compete the requirement as a 100% small business set-aside. The requirement is described in the Statement of Work (SOW). SSCPAC Small Business Office (SBO) concurs with the acquisition strategy decision. THE ATTACHED DOCUMENT (PERFORMANCE WORK STATEMENT) PROVIDES CRITICAL INFORMATION APPLICABLE TO THE SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSALS. THIS IS FOR INFORMATIONAL PURPOSES ONLY. It is currently anticipated that RFP N66001-17-R-0002 will be released in May 2017. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific "Open Solicitations."
