Description
Kirtland AFB Map The Space and Missile Systems Center (SMC), Advanced Systems and Development Directorate (AD), Kirtland Air Force Base, New Mexico is holding an Industry Day to discuss plans for the Engineering, Development, Integration and Sustainment (EDIS) contract. Background: A Sources Sought Synopsis (SSS) was published February 2015 that was to determine the availability of qualified sources for the Engineering, Development, and Sustainment 2016-2006 (EDS2016 - EDS06) follow on acquisition. In August 2015, an Industry Day was held to inform the community of the follow-on contract scope and to assess community interest. During the Industry Day, the Government informed industry of the Space Enterprise Vision (SEV) and Enterprise Ground Services (EGS) requirements which would, most likely, impact the Engineering, Development, and Sustainment 2016 (EDS16) acquisition. In January 2016, a Request for Information (RFI) was released, removing the development of Mission Unique Software (MUS), Applications and Services requirement and expanded the scope in support of the Space Enterprise Vision (SEV) and Enterprise Ground Services (EGS) requirements. The Engineering, Development, and Sustainment 2016 (EDS 2016) acquisition was renamed to Engineering, Development, Sustainment and Integration (EDIS) to reflect the new scope. In anticipation of the Engineering, Development, Sustainment and Integration (EDIS) Draft Request for Proposal (RFP) release in the July 2017 timeframe, an Industry Day will be held on 09 and 10 May 2017. A general session will be held on 09 May from 0830 to 1200 in which the Government will provide the Engineering, Development, Sustainment and Integration (EDIS) program overview. The location for Industry Day is: Phillips Technology Institute (PTi) Collaboration Center, Maxwell Location 1401 Maxwell Street Kirtland Air Force Base, New Mexico 87117 *Map provided as an attachment If you wish to attend, replies should include the following: 1) Name of all attendees 2) Citizenship 3) Title of all attendees 4) Commercial and Government Entity (CAGE) code 5) Division represented 6) Contact information for the point of contact 7) Whether attendees wish to schedule an individual breakout session between their company and the government. Contractors may request an optional 30 minute breakout session between contractor and Government representatives for this effort. The breakout sessions will be scheduled on the following dates and times: - 1330 to 1630 on 09 May 17 - 0830 to 1630 on 10 May 17 Thirty-minute time slots for interested attendees will be scheduled through the contracting office on a first come basis, replies should also mention any time constraints. Submit all inquiries and responses to, Ms. Kim Sosinski at kim.sosinski@us.af.mil, 505-846-5084. Participation from small and small disadvantaged businesses is encouraged. During the one-on-ones, the Government would like prospective offerors to discuss the following: 1) Award Fee structure and evaluation criteria 2) Organizational Conflict of Interest (OCI) provisions 3) Small Business Participation Requirements 4) How to contract for Firm-Fixed Price (FFP) sustainment given an evolving baseline Based on the initial Government Organizational Conflict of Interest (OCI) analysis of this acquisition, there is a potential appearance of biased ground rules and impaired objectivity for prime contractors on the following contracts/efforts to be the prospective prime on Engineering, Development, Sustainment and Integration (EDIS): 1) Space Test and Engineering Contract (STEC) 2) Management Operations, Enterprise Architecting, Test & Validation, Integration and Systems Engineering (METIS) 3) Mission Unique Software (MUS) Developers 4) Mission Ground Segment Developers These potential OCI appearances could restrict those contractors from bidding on this contract. The Government also has OCI concerns with the prime and subcontractors on the above contracts/efforts being subcontractors on EDIS. The government would like to understand industries' OCI avoidance and mitigation strategies based on the government's initial position. We do not anticipate needing to limit attendance at the Industry Day presentation or one-on-one sessions. The Government anticipates sending read ahead slides and other documents a few days prior to the Industry Day to the parties that reply. Slides will be available after Industry Day upon request.
