- This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this Pre-Solicitation Synopsis is to notify potential offerors of the upcoming Request for Proposals (RFP) for: Pressure Washing and Cleaning of Inside and Outside of Buildings The work includes, but is not limited to, cleaning the inside and outside of all buildings doors, door frames, ventilation louvers. On the exterior: a. Pressure wash metal exteriors, from top of building to ground level. b. Clean ventilation louvers and frames on North and South ends of building. c. Ensure overhead (garage type) coiling roll-up doors are free of debris along the vertical channels “ outside. On the interior: a. Properly clean all surfaces of dust, debris, moisture, and mildew, to include the concrete ledge that joins the metal walls, doors and door frames. b. Brush/damp cloth wipe all interiors. c. Clean/dust light fixtures and suspension rods. d. Clean/dust fire alarm systems, suspended heat systems. e. Pressure wash floor. f. Due to pressure washing, Spot paint may be required. g. Clean/dust smoke detectors, fire suppression piping. The solicitation will be issued in accordance with the most recent Federal Acquisition Circular 2005-85. The procurement method to be utilized is Commercial Item Procedures. The Government intends to award a Firm Fixed Price (FFP) type contract. The North American Industry Classification System (NAICS) Code for this procurement is 561790 Other Services to Buildings and Dwellings and the annual size standard is $7,500,000.00. Contractors interested in the solicitation need to register with NAICS code 561790 in SAM under FAR Clause 52.212-3 (Reps and Certs). This procurement will be a 100% Set-aside for Certified Small Businesses, based upon the following market research: A small business dynamic search was performed to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a small business set-aside. NAVFAC Mid Atlantic ™s Office of Small Business Programs concurs with the determination to solicit as a small business set-aside. This is a small business set-aside and the offeror must be a Small Business. Therefore, due to the set-aside nature of this solicitation and to ensure qualified offerors have the best opportunity to compete, teaming arrangements, and joint ventures are excluded from this competition. The Government will not evaluate any proposal from a team or joint venture. This is a new requirement. Offerors can view and/or download the solicitation, and any attachments, at www.fedbizopps.gov/ and/or https://www.neco.navy.mil/ when it becomes available. Contractors are encouraged to register for the solicitation when downloading from the FedBizOpps website. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued (acknowledgement of amendments required “ a signed copy of all amendments must accompany contractor ™s proposal). The solicitation will be available on or about 15 May 2017. The solicitation will be available in electronic format only. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website.
