- COCESS Pricing Bid List for Fixed Price Items Past Performance for COCESS Small Business Subcontracting Plan Small Business Subcontracting Proposal Real ID Pamphlet COCESS Statement of Work JB CHS COCESS RFP The 628th Contracting Squadron at Joint Base Charleston, South Carolina, intends to award a contract for a Contractor Operated Civil Engineer Supply Store (COCESS). The prospective contractor shall comply with applicable federal, regional, state, and local laws and commercial standards. A Fixed Price IDIQ contract with a base year of 12-months and four (4) one-year option periods is contemplated. The prospective contractor shall provide all management, tools, equipment, and labor necessary to provide COCESS operations at Joint Base Charleston (JB CHS). The contractor shall have two stores; one (1) COCESS at JB CHS, Air Base and one (1) COCESS at JB CHS, Weapons Station. The contractor shall acquire, issue, deliver, and store a variety of materials, equipment, parts, and supplies for construction and facility maintenance and repair IAW the attached SOW.
