- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quote (RFQ), HSCG38-17-Q-010061 incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-95. This requirement is a total Small Business Set-Aside. All responsible sources may submit a capability statement and a quotation, which shall be considered by the agency. The applicable North American Industry Classification Standard (NAICS) Code is 336413. The small business size standard is 1,250 employees. The U.S. Coast Guard (USCG) intends to award a firm fixed price purchase order and will be satisfied using commercial acquisition procedures specified in FAR parts 12.6 and 13.5. Schedule of Supplies The USCG requires firm fixed pricing for HC-27J maintenance stands / platforms for the program depot maintenance (PDM) evolution. The stands / platforms must be purchased to support the maintenance tasks that are required during the PDM process. The maintenance stands / platforms shall meet at a minimum the following characteristics: • Platforms must provide access to the entire aircraft. • Must have sufficient vertical adjustment to allow for any strut variances, either on the deck, in the extended mode while on jacks. • Platforms must be mobile. • Platforms must be able to easily link to identical platforms with no tools to form one continuous unit of two or more platforms. • Deck Capacity of 800 lbs. minimum. • Corrosion resistant Aluminum construction, 6061 T-6 alloy or similar. • Platform length of varying sizes: 19 feet (ft.) for wings, 6 ft. - 10 ft. for the nose / tail sections and 10 ft. - 12 ft. for the fuselage stands. All sizes are approximate. • Platform width of varying lengths: 54 inches (in.) - 56 in. • Platform height adjustable from 13 ft. - 15 ft. to a maximum of 18 ft. - 20 ft. • Platforms must be able to accommodate an airframe that is on jacks. • Stairways must be able to attach to platform at either end of long side or either short side. • Non-slip deck material. • Hard Urethane 8 in. caster type wheels, industrial grade, index able and locking. • All handrails and stands/platforms must meet OSHA standards. • All handrails powder coated safety yellow in color. • All handrails must be easily removable without the use of tools. • Platform height adjusted by "trailer jack" type cranks. • Safety limit markings on height adjustment and easily viewed by the operator. • Rubber bumper strips on all edges that normally will contact the aircraft during use. • Stands must have bubble indicators for level adjustability. • Drawing of proposed stands. • Site visit of USCG facility is encourage but not required to take accurate measurements. Only new items are acceptable. Reconditioned or used items are not acceptable. F.O.B. Destination is requested as the F.O.B. point for Deliverables. Quotes submitted offering F.O.B. Origin should include estimated shipping charges to the USCG. Assembly The offeror shall assemble the maintenance platforms at the USCG HMF Hanger 2, 1060 Consolidated Rd, Elizabeth City, NC within the timeframe agreed upon at time of award. Packing Slip At the time of delivery of supplies, the offeror shall furnish the Government a completed packing slip. Labeling shall include (if assigned) the National Stock Number, Part Number, Serial Number, Nomenclature, Quantity, Contract Line Item Number, and Contract Number. Labeling data shall be attached to the outside of the shipping container. Bar coding is not required. A purchase order will be awarded based on Technical acceptability, an affirmative determination of responsibility, acceptable past performance and the Contracting Officer's determination of fair and reasonable pricing. Evaluation Criteria The following factors shall be used to evaluate offerors are listed in order of importance. When combined, non-price factors are more important than price. - 1) Technical Conformance to Specifications. The technical evaluation will include examination of the product literature and technical features for conformance with the requirements of the drawings. Evaluation of products will be on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating obtaining any information not identified in the offer. An offer that does not provide sufficient information which describes their capacity to meet the RFQ's technical evaluation criteria can result in failure of this evaluation factor. - 2) Past Performance. Past performance will be evaluated as pass, fail or neutral: The Government may use information available from previous USCG contracts or purchase orders and information from the Federal Government Past Performance Information Retrieval System (PPIRS). In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be given a neutral past performance rating. - 3) Warranty. Offerors are required to offer the Government at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. - 4) Price. The Offeror's quote will be evaluated using the techniques defined in FAR 13.106-3, in order to determine if it is fair and reasonable. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. NOTICE FOR FILING AGENCY PROTESTS United States Coast Guard Ombudsman Program It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time- consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman. Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer. Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum.
