- The U.S. Department of Agriculture, ARS, WBSC, College Station, TX intends to issue a sole source award to Li-Cor, Inc., 4421 Superior St., Lincoln, NE 68504 for two LI-7500RS Open Path CO2/H2O gas analyzers with peripheral equipment pursuant to the authority of the FAR 13.106-1(b)(1)(i). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The USDA, ARS - Grazinglands Research Laboratory, 7207 W. Cheyenne St., El Reno, OK 73036 requires a high speed, high precision, non-dispersive infrared gas analyzer that accurately measures densities of carbon dioxide and water vapor in turbulent air structures for eddy flux measurements. The LI-7500RS open path CO2/H2O meets our requirement as we are currently using the same sensor in 11 of our flux sites at the USDA, ARS-GRL and we require the same sensor in our additional site for cross-site comparisons. This posting is a NOTICE OF INTENT and is not a request for quotations or proposals. No solicitation document is available and telephone requests for information will not be accepted. Potential sources who believe that they are capable of proving these supplies/services are invited to submit, in writing, substantiating documentation to the identified point of contact by no later than 3 days of the publication of this notice. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government to compete future actions based on responses to this notice is solely at the discretion of the Government.
