STATEMENT OF WORK/SALIENT CHARACTERISTICS Department of Veterans Affairs VA Puget Sound Health Care System Overview: Portland VAMC requires Prospective contractors to provide the following intra-aortic balloon pump system Brand Name or Equal per FAR 52.211-6 Brand Name or Equal. 1 Each Teleflex Medical IAP-0500 AUTOCAT 2 WAVE Intra-Aortic Balloon Pump System with FiberOptix capability; Portable Modular System for in-hospital and transport use. Each system includes Autopilot operational mode, W AVE ® timing algorithm, a removable high resolution color LCD with operation keypad, interface communication cables. Display unit, dual channel multi-parameter strip chart recorder with one (1) box of chart paper (10 rolls), 5-lead ECG cable and cable for interfacing to remote monitors and arterial pressure. Pre-amplifier with cables for interfacing to remote monitors. Configuration also includes operator s manual, four (4) disposable helium tanks, initial on-site clinical in-service training and one (1) year service warranty. or Brand Name or Equal per FAR 52.211-6 Brand Name or Equal. 1 Each Teleflex Medical IAA-01003 AUTOCAT 2 WARE ACCESSORY BAG 1 Each Teleflex Medical IAA-00175 DUAL HANGER IV POLE Objective: Our objective is to provide Portland VAMC with necessary equipment in order to provide the best care for our veterans. Salient Characteristics Must meet minimum salient characteristics to be technically acceptable: Unit must have WAVE technology Unit must have built in Deflation Timing Management Unit must continually re-evaluates ECG lead performance, heart rate, heart rhythm and other factors to automatically switch to the best signal and the most appropriate trigger to support the patient Unit must have on board gas surveillance system maintains constant vigilance of the delivered helium volume at all heart rates and does not automatically suspend alarms at high heart rates The capability to detect the Arterial Pulse Pressure at a range as low as 3mm Hg synchronizing pumping to CPR to support coronary perfusion and cardiac output during a code. Unit must have an auto mode that will perform the following; o Automatic assessment and management of proper inflation and deflation timing o Automatic trigger selection based on ECG rhythm & waveform morphologies, and the Arterial Pressure waveform. o Automatic selection of best ECG leads based on best signal analysis o Automatic assessment of and initiation of arrhythmia timing in the event of arrhythmia. This is not a request for competitive quotes; however, any firm that believes it can meet these requirements and is a VIP certified SDVOSB vendor may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 05/03/2017 1:00 pm EST. In accordance with FAR and VAAR Part 8 and/or 13, this notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 19 Jan 2017.
