STATEMENT OF WORK/SALIENT CHARACTERISTICS Department of Veterans Affairs VA Puget Sound Health Care System Overview: Boise VAMC requires Prospective contractors to provide the following Temperature Management Systems Brand Name or Equal per FAR 52.211-6 Brand Name or Equal. 2 Each 50000000E ARCTIC SUN 5000E Temperature Management System training and technical support are free with this equipment purchase AS5000247 TTM 24/7 Clinical/Technical Support (single charge for the life of the device(s)) AS50001411 On-site Clinical Training 1 Each 74100 Calibration Test Unit 2 Each FOUR YEAR EXTENDED WARRANTY Objective: Our objective is to provide Boise VAMC with necessary equipment in order to provide the best care for our veterans. Salient Characteristics Must meet minimum salient characteristics to be technically acceptable: Must be 100% Noninvasive for the patient Must control temperatures to 32 to 36 degrees Celsius Must control time in which cooling takes place. Must monitor the patient temperature to allow for interventions if cooling occurs too fast, or too cool. Must be able to slave machine into the Phillips monitoring system already present in the ICU. Must include rewarming phase that will adjust temperatures for rewarming at a designated time to a temperature of at least 38 degrees Celsius. Must have ability to pre-condition unit prior to applying to patient. Must show treatment times in varies stages of hypothermia protocol, as this dictates treatment needs. Limited amount of water changes needed to the device. Must have alarms and alerts if temperatures become too cool or too warm. Must use Gel pads that cover 35 to 40% of the patients total body surface area primary chest, back and abdomen. No manual interventions are required during hypothermia therapy Different size gel pads need to be available for effective cooling. Pads must be Latex free and MRI, X-ray and CT compatible. Gel pads must allow for vascular access of the patient, meaning extremities are able to get to. Must control temperatures within.10th of a degree variance. Must have no FDA warnings. Must supply Critical Care support to support RN staff users 24/7. 365 days of the year. This is not a request for competitive quotes; however, any firm that believes it can meet these requirements and is a VIP certified SDVOSB vendor may give written notification to the Contracting Officer within 7 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered. Equipment must be new, no used or refurbished equipment accepted. Responses are due by 05/05/2017 1:00 pm PST. In accordance with FAR and VAAR Part 8 and/or 13, this notice document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 19 Jan 2017.
