Description
THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to negotiate a single source contract with Aplura. The Bureau of Reclamation (Reclamation) has a requirement for the acquisition of services to upgrade and configure the Reclamation wide monitoring and diagnostic software system (Splunk). Aplura shall provide professional consulting services as part of Operations and Maintenance (O&M) of Splunk. This is required to improve IT administration and security, and to better fit the need of Reclamation including all Regional Offices. The Information Technology Services Division operates Splunk as the primary IT administration and security tool to collect, search, report, monitor and analyze real-time and historical data on all IT resources to automate application and server trouble-shooting, determine causes of failures and support security incident investigations. The IT Services Division would like to purchase Aplura services to perform advance software administration, complete a custom operational configuration for Denver and the Regions and document all the work performed. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). Responsible sources may submit technical capability statement along with business profile to Contract Specialist, Christina Mohamed at cmohamed@usbr.gov by 12:00 PM MT, May 5, 2017, which shall be considered by the Agency. Any information received will be treated as market research information for future of same or similar requirements. The Contracting Office reserves the right to pursue the single source negotiation or compete the requirement based on information received. Quotations or proposals received in response to this notice will not be accepted since THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES.
