- Synopsis of Proposed Contract Action Universities Space Research Association The Air Force Test Center (AFTC), Directorate of Contracting, Edwards Air Force Base, California, intends to award a sole source, firm-fixed price purchase order, Universities Space Research Association, 7178 Columbia Gateway Dr., Columbia, MD, 21046, in accordance with Federal Acquisition Regulation (FAR) 12-Acquisition of Commercial Items. Universities Space Research Association is the only known business that meets the requirements and specifications to create the specific Stitched Math Model that TPS requires. North American Industry Classification System Code (NAICS) is 334511. The following will be procured as follows: The USAF Test Pilot School has a need for a new math model (called a stitched model) which will replace the current model used for VISTA which has significant inaccuracies in all three axes. The stitched model will replace the model used in the aircraft VSS, the Hot Bench Light, and in all development simulations that USAF TPS distributes to potential TMP researchers. This notice neither constitutes a RFP or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b). This notice is not a request for competitive proposals. Interested parties may submit their interest and capability to the contract specialist below not later than, 4 May 2017, 9:00 a.m., Pacific Standard Time. Based upon the responses to this notice, the Government will determine if this proposed acquisition should be opened to competition. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
