Notice of Intent to Issue Sole Brand Procurement: NB672050-17-02581 NOTICE OF INTENT: NB672050-17-02581 Description of Contract Action: LTE Toolbox Software License Post Date: 05/01/2017 Close Date: 05/05/2017 File Name: NB672050-17-02581/ LTE Toolbox Software License Contact Points: Aron Krischel, Contracting Officer (303) 497-3032 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to award a sole brand procurement action and is not a request for competitive proposals. Firms who want to challenge the sole brand must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 5 May 2017, 2:00 pm, Mountain Time to Aron Krischel at aron.krischel@nist.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to award on a sole-brand basis under the authority of FAR 13.106-1(b)(ii) for MATLAB Software, for a LTE Toolbox Software License. Sole Brand determination is based on the market research that shows only MATLAB software is compatible with the existing NIST software. The NAICS code 511210 – Software Publishers, with a size standard of $38,500,000 will be used. DELIVERABLES: The contractor shall provide one MATLAB LTE Toolbox Software License. Requirements Document NB672050-17-02581 LTE Toolbox Software License Communications Technology Laboratory, Radio Frequency Technology Division I. BACKGROUND INFORMATION The Communications Technology Laboratory (CTL) conducts research related to spectrum sharing and software defined radios. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices, and evaluating a device’s ability to share spectrum. As each of these topics are explored, their applications to Long Term Evolution (LTE) systems are examined. Part of CTL’s research capabilities includes a suite of analytical tools. The purpose of this acquisition is to update and augment those capabilities by purchasing software specifically designed for analysis on LTE signals and systems. II. SCOPE OF WORK The objective of this acquisition is to obtain a software license for an LTE signal processing toolbox compatible with the MATLAB software. This software license will augment the existing software for MATLAB and toolboxes already owned by NIST (license #2423). The license purchased here should include one year of support/maintenance. The license itself shall be perpetual. III. SPECIFICATIONS The Contractor shall provide the software license with one year of support/maintenance. NIST currently owns the required dependent toolboxes. This license will sit on an existing network license server and should allow for one person to access the toolbox at a time. IV. DELIVERY/PERIOD OF PERFORMANCE The contractor shall deliver the license 30 days after receipt of order (ARO). The authorized use of the license shall be perpetual. The warranty/support services for the software shall be valid for one year from date of acceptance by NIST. V. PLACE OF PERFORMANCE The licenses will be delivered to the NIST facility in Boulder, CO. VI. ACCEPTANCE/INSPECTION NIST personnel will verify software is properly upon delivery and prior to acceptance. VII. DELIVERABLES Description Quantity Due Date LTE Toolbox Software License One (1) software license 30 days ARO SOLE BRAND JUSTIFICATION This software license will augment for MATLAB and toolboxes already owned by NIST license (#2423). The license must be compatible with existing software currently owned by NIST and MATLAB brand name software is the only software that will work to meet the agency’s need. Accordingly, statutory authority 41 USC 3304(a)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements – is applicable and appropriate.
