- Description
- The Naval Air Systems Command (NAVAIR) and Defense Contract Administration Agency (DCMA) intend to negotiate and award delivery orders under Basic Ordering Agreement (BOA) N00019-16-G-0001 on a sole source basis from 01 June 2017 through 31 August 2017. The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939. Delivery orders placed under this BOA will provide the procurement of spares, Repair of Repairables (RoR), support, recertifications, and reconfigurations of the Harpoon and SLAM-ER All-Up-Round (AUR) missiles and support equipment for various Foreign Military Sales (FMS) countries and the United States Navy (USN). This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon/SLAM-ER Weapon System and its related equipment. The Boeing Company alone has the technical data, experience, requisite knowledge, technical expertise, special skills and facilities required to provide the services anticipated under these orders. The Boeing Company is the sole owner of technical data for Harpoon/SLAM-ER and therefore is the only responsible source that can meet the Government's requirement. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
