Description

The James J. Peters VA Medical Center, Facility Management [Environmental Management Service (EMS)], has a need to renew a licensing agreement for the Walsh QA Inspection System, which includes the 1101 Walsh QA Inspector Web and Database Access with three checklists (includes support and upgrades); 1115 a package of three additional checklists; and 1110 Walsh QA User License Fee for 12 units, with semi-annual software upgrades and telephone support included. This software support and license agreement was originally competed unrestricted for competition. Award was made to Walsh Mobile for the period of September 30, 2015 through December 30, 2015, with user access made available through September 29, 2016. The award did not include any option years. This requirement will be limited to Only One Source on the basis that the software and hardware, already in possession of the JJP VAMC, is proprietary to Walsh Integrated, Inc.; therefore, award is to be made to Walsh Integrated, Inc. as an order to Federal Supply Schedule contract GS-35F-0730N, for a twelve-month base year with four option years. This order will allow the using agency to resume using the software and hardware that was previously procured through competitive means.
