- W912GB-17-R-0043: This pre-solicitation notice presents the US Army Corps of Engineers Europe District (USACE NAU) intent to solicit a design-build contract for the construction of a new Kindergarten in Sisak, Croatia. This procurement is for a design-build project for the design and construction of a kindergarten in Sisak, Croatia. This project will be for four room kindergarten that will accommodate 59 children and ten staff employees with four classrooms each designed to accommodate 15 students. The Contractor shall deliver fully functional, turnkey type facilities (without furniture) as described in this document. The work includes but is not limited to design, demolition, fabrication, delivery, installation, construction, and site work. The facility and the installed equipment shall be permanent construction. This project will use a One-Phase; Design-Build; Best-Value Tradeoff Source Selection process. The project will be solicited under Full and Open competition and awarded as a firm-fixed price construction contract and paid in U.S. Dollars. Responses are desired from firms who can demonstrate recent and relevant experience and past performance in design-build projects in Croatia, but expression of interests will be accepted from all interested parties. The technical (non-price) qualifications of the construction firm along with their submitted price will be evaluated by the Government. In accordance with FAR 36.204, the estimated magnitude for this design build construction project is between $250,000 and $500,000. Contract Performance : 450 Days from Notice to Proceed The Government will post this synopsis, the solicitation, and all subsequent amendments through the Government-Wide Point of Entry (GPE) Federal Business Opportunities (FedBizOpps) Web Site www.fbo.gov. A local advertisement notification will also be placed in the Vecernji List Daily and Jutarnji List Daily on or about 16 May 2017. It is the Offeror's sole responsibility to obtain this solicitation and any subsequent amendments through the FBO.gov website. Offerors are encouraged to visit this web site and become familiar with its content and functionality prior to the solicitation issue date. Prospective Offerors must provide all information necessary to receive posting notifications. The solicitation will be issued on or about 16 May 2017. Estimated award date is on or about 22 June 2017. The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the Offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. The Government reserves the right to cancel the RFP, either before or after the proposal opening with no obligation to the offeror by the government. USACE NAU will be conducting a pre-proposal conference and site visit on or about: Date and Time: Wednesday, May 31, 2017 at 10:00 am local time Location: Sisak Government City Hall, 26 Rimska Street, 44000 Sisak *Additional pre-proposal conference and site visit information will be provided in the solicitation.
