Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced order to Philips Healthcare for procurement of the following services: Line Item 0001: Contractor shall provide Primary RightFit services for Pinnacle 810X Server Unit of Issue: Month (MO), Quantity: 8 Line Item 0002: Contractor shall provide Primary RightFit services for Pinnacle 810X Client Workstation Unit of Issue: Month (MO), Quantity: 8 Line Item 1001: Option, Essentials RightFit services, 12 Months Line Item 1002: Option, Essentials RightFit services, 12 Months Line Item 2001: Option, Essentials RightFit services, 12 Months Line Item 2002: Option, Essentials RightFit services, 12 Months Line Item 3001: Option, Essentials RightFit services, 12 Months Line Item 3002, Option, Essentials RightFit services, 12 Months Line Item 4001, Option, Essentials RightFit services, 12 Months Line Item 4002, Option, Essentials RightFit services, 12 Months Primary RightFit Service Agreement includes: Priority remote service response, Priority scheduling for service calls and access to spare parts inventory, All labor and travel during standard hours of coverage (Mon Fri, 8AM 5PM) excluding holidays, One hour initial response and four hour on-site response, All spare parts that fail during normal use (excluding consumables), Parts delivery (10:30AM Next Day), Planned equipment maintenance services according to Philips manufacturer specifications (performed during standard hours of coverage), Proprietary operating system software enhancements without hardware changes (excludes software upgrades), Unlimited Technical Services (24x7) & Clinical Applications telephone support (Mon Fri, 8AM 5PM), Remote service support, Remote Proactive monitoring, and Reports. Essentials RightFit Services includes: Telephone support, Mon Fri, 8AM 5PM, excluding holidays, Two hour priority response, Remote Support through Philips Remote Support Network The proposed sole source procurement is being made from an offer proposed by Philips Healthcare on pricing offered on NAC contract VA797H-17-D-0022. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, an order will be placed with Philips Healthcare without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
