- Sources Sought Notice The Naval Medical Logistics Command (NMLC) is seeking sources to provide up to a maximum 580 shape memory scaffolds to be added onto current contract N62645-16-D-5033 in support of Naval Medical Research Unit, San Antonio, TX. The additional 580 shape memory scaffolds are identical to those on the current contract N62645-16-D-5033 that require the following specialized characteristics: The scaffold must be a poly (ε-caprolactone) based scaffold which is capable of shape memory behavior (e.g. can be molded to any size with the application of warm saline) and has a porosity of ~85-90% with an elastic modulus of ~4.4MPa.; the shape memory scaffold must also be coated with polydopamine to enhance bioactivity and cellular binding; if necessary, upon request by NAMRU-SA, the porosity and/or elastic modulus of the shape memory scaffold will be adjusted to fit the needs of NAMRU-SA for bone regeneration; and the scaffolds will be trimmed to a cylindrical disc shape with a diameter of 8mm and a thickness of 1mm and shipped in sealed 12-well plates. If capable sources are not identified through this notice, then NMLC intends to award a sole source contract modification under the authority of FAR 6.302-1 to Texas A&M Engineering Experiment Station, 1470 William D Fitch Pky, College Station TX 77845-4645, to provide the described requirement. The research group at The Texas A&M University System has previously developed conformable shape memory polymer (SMP) tissue scaffolds and applied for a patent under U.S. Provisional Application Serial No. 62/196,723. This invention was developed with government support under Contract No. R01EB000462 awarded by The National Institutes of Health/National Institute of Biomedical Imaging and Bioengineering. The Government has certain rights in the invention. This project meets the specific requirements of the Government. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 11:00 AM Local Time, May 6, 2017.
