- Sole Source J&A This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. This statutory authority for this sole source procurement is prescribed by FAR 13.501. The Federal Bureau of Investigation (FBI), Cyber Crime Division intends to issue a sole-source, fixed-price contract to Volexity, LLC, 11654 Plaza America Drive, #774, Reston, VA 20190 for the renewal of proprietary software licenses for the only commercially built forensics tool built to exclusively process memory images and provide other unique features such as proprietary analytics for detecting cyber intrusion or other criminal activity, artifact timelining, export features, python integration for shell interaction, and a plug-in framework for writing custom analyzers. Market research indicates no other known sources that provide this unique software solution which combines analytics, memory and usability. This software is proprietary to Volexity, LLC. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquiries will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before May 5, 2017 by sending an email to Leonard.Wines@ic.fbi.gov. The NAICS associated with this procurement is 541519.
