Description
The Naval Air Warfare Center Training Systems Division Contracts Department (AIR 2.5.3.5) in Orlando, FL announces its intention to procure on a competitive basis the design and installation of an indoor prefabricated metal structure with the below specifications: 1. Exterior size of enclosure 24ft (+/- 4in) length x 12ft (+/- 4in) width x 8ft (+/- 6in) height 2. Enclosure shall have an interior room (ante-room) located on the width of the enclosure of 6ft (+/- 4in) x 12ft (width as above) x 8ft (height as above) 3. Exterior and Interior door openings shall be a minimum of 32in wide and 84in tall 4. Exterior and Interior doors shall align with centerline of the width of the room 5. Exterior door shall swing open to the outside 6. Exterior door shall latch closed but NOT lock 7. Exterior door shall be sealed when closed 8. Interior door shall slide on the interior of the larger interior area 9. All doors shall open from either side 10. Structure shall be assembled with modular aluminum extrusions, MiniTec or equivalent (extrusions shall have mounting slots that are accessible from the inside and outside of enclosure) a) Lower side panels shall be opaque expanded PVC panel, ABS panel, or ABS equivalent plastic 6mm or 1/4 thick b) Lower side panels shall cover from the ground to 36-48in up the side wall c) Upper side panels shall be clear polycarbonate 6mm or 1/4 thick d) Rear wall panels shall be opaque expanded PVC panel, ABS panel, or ABS equivalent plastic 6mm or 1/4 thick e) Ceiling shall consist of clear plastic panels 14. Clear side panels shall be removable with basic hand tools from the outside of the enclosure, or removed from sub-assembled panels that are removable from outside the enclosure. 15. Ceiling structure shall have mounting slots available from inside and outside the enclosure for mounting 16. Ceiling structural braces shall span the entire width of the enclosure 12ft +/- 4in 17. Vertical beams shall be no more than 4ft apart from each other along sides of enclosure and line up with ceiling panels braces 18. Enclosure shall include the ability to bolt to the ground 19. Upon contract award, accurate build to specification drawings shall be provided 20. Enclosure design shall meet seismic requirements in the following states: California, Washington, Florida, North Carolina, Maryland, Virginia 21. Enclosure shall be assembled by contractor at each of the eight sites: enclosure diagram and addresses for sites attached 22. Installation workers must be able to pass background checks to gain visitor access to military bases. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 6.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Michael Lothrop, in either Microsoft Word or Portable Document Format (PDF), via email at michael.lothrop1@navy.mil. The deadline for response to this request is 5 pm, EST, 29 May 2017. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. The findings of this sources sought will be to determine the availability and technical capability of small businesses (including the following subsets, HUBZone Small Business concerns; Certified 8(a) Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, Woman-Owned Small Business concerns) to provide the required products and/or services. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.
