Description
The National Flood Insurance Program (NFIP) relies on a series of legacy information technology (IT) systems to perform insurance business operations. These systems are largely outdated and prevent the NFIP from fully meeting its mission needs. The Federal Emergency Management Agency (FEMA) has initiated a modernization effort, referred to as the Phoenix program, to deliver a new IT solution that will be known as PIVOT. As a part of the Department of Homeland Security (DHS) Acquisition Lifecycle Framework (ALF), FEMA, in conjunction with DHS, is developing an acquisition approach to obtain the needed solution and services. FEMA continues to work with DHS to determine the appropriate sourcing approach. FEMA has engaged with its hosting provider, the US Department of Agriculture (USDA) Enterprise Application Service (EAS), to begin to prepare for the launch of PIVOT. This initial phase is focused on work supporting infrastructure, hosting and data analysis. As FEMA and DHS determine the sourcing approach for subsequent phases, this will be publicly communicated to industry and other stakeholders. Throughout this effort, FEMA will utilize agile development practices and expects to deliver its Initial Operating Capacity (IOC) in March of 2018. The agile development methodology provides the opportunity to assess the direction of a project throughout the development lifecycle. As the insurance and financial management industries and technology are rapidly evolving, FEMA intends to conduct a technology assessment in advance of each epic to determine what technologies can best meet the Agency's needs. Once the technology assessment is completed for each epic, FEMA intends to conduct market research to determine the current availability of the identified technology in the marketplace. Market research will include exploring the availability of appropriate technologies from, but not limited to, the commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) markets. Possible methods of conducting market research may include, but are not limited to, discussions with industry, conducting an industry day, issuing a Request for Information (RFI), and researching already-available government procurement vehicles.
