This notice, in accordance with Federal Acquisition Regulation (FAR) 5.201, is posted by the National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division (SSAD), to announce the issuance of a Request for Proposal (RFP) for the ProTech-Oceans Domain. The ProTech-Oceans Domain is a Multiple Award (MA), Indefinite Delivery, Indefinite Quantity (IDIQ) solicitation using Full and Open Competition procedures under FAR 6.1 with a reserve for small business. The ProTech services solution is a suite of multiple award IDIQ contracts consisting of five Domains: Satellite, Ocean, Fisheries, Weather, and Enterprise Operations. These Domains provide resources in support of NOAA to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC). There is one solicitation for each Domain and each solicitation will result in the award of multiple IDIQ contracts for the specific Domain. Here, the resultant IDIQ contracts will provide professional and technical services to the ProTech-Oceans Domain. The primary clients of this Domain will be the offices of NOAA's National Ocean Service (NOS). While the preponderance of the work will take place in the United States, the services provided under ProTech-Oceans will be used to support additional sites world-wide. Period of Performance: The period of performance of ProTech-Oceans is a two (2) year base period and three (3) one year option periods, for a total period of performance of five (5) years if all options are exercised. Once the ProTech-Oceans IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures. NAICS Code: The procurement has a Reserve for Small Business. The assigned NAICS Code is 541620 with a size standard of $15M. Other: The solicitation is only available for download through the Federal Business Opportunities (FBO) website at https://www.fbo.gov/. Offerors are responsible for downloading the solicitation and for monitoring FBO for amendments or additional information. All interested Offerors must be registered in the System for Award Management (SAM) prior to receiving an award. You may access SAM at https://www.sam.gov. Due Dates: Any questions regarding this Final Solicitation notification should be submitted using Attachment J-4, RFP Question and Comment Template, by electronic mail ONLY to protech.oceans@noaa.gov, with the words "Final Oceans RFP Questions [Company Name]" in the subject line. Final Questions shall be submitted by 5:00 PM EDT on May 9, 2017. No telephone inquiries, requests, etc. will be accepted. Responses to the questions and comments will be posted on FBO. Vendor engagement meetings are now closed. Past Performance Assessment Questionnaires shall be emailed to protech.oceans@noaa.gov no later than 3:00 PM Eastern Standard Time May 31, 2017. If a past performance questionnaire is unable to be emailed, the offeror shall email protech.oceans@noaa.gov no later than noon EDT May 30, 2017, to arrange for alternate delivery. Proposals are due in electronic format no later than 3:00 PM EDT, May 31, 2017 to protech.oceans@noaa.gov. It is the Government's expectation to award between 12 and 30 contracts for the ProTech-Oceans Domain. The Government reserves the right to award more or fewer contracts if it is in the best interest of the Government for any reason.
