- 17-00592 Limited Sources Justification Notice of Intent to Sole Source The First Responder Network Authority (FirstNet) Chief Procurement Office intends to negotiate with Environmental Systems Research Institute, Inc., located in Redlands, CA, on a sole source basis under the authority of FAR Subpart 13.106-1(b), Soliciting from a single source, for providing ARC GIS Software Licenses. The unique technical specifications for the ARC GIS Software Licenses is the continuation of licensing for the products we currently own. The NAICS Code is 511210 Software Publishers, with a Small Business Size Standard of $38.5 M. FirstNet anticipates negotiating and awarding a firm-fixed-price purchase order to Environmental Systems Research Institute, Inc. for this requirement. Interested parties who can demonstrate they could satisfy the requirements listed above for FirstNet must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 5/18/2017. Any questions regarding this notice must be submitted in writing via email to chendra.conklin@firstnet.gov. All responses to this notice of intent must be submitted so that they are received at chendra.conklin@firstnet.gov no later than 10:00 am MST Monday, May 8, 2017.
