The 90th Contracting Squadron, F.E. Warren AFB, WY requests proposals to replace the Live Front Transformers in the Weapons Storage Area (WSA) located on F.E. Warren AFB, WY. This acquisition is to have a Contractor be responsible for furnishing all labor, means, operations, materials, equipment, accessories, special permits, licenses and incidentals necessary for performing all operations required for the replacement of three end of life transformers in the WSA at F.E. Warren AFB, Wyoming. The contractor shall replace the primary and secondary feeder circuits to these transformers in strict accordance with the specifications, applicable drawings, other attachments and the terms and conditions of the contract. The Period of Performance (PoP) is 120 calendar days. The Government anticipates making award of a Firm Fixed Price Contract to replace these transformers. This acquisition is a Total Small Business (SB) set-aside under NAICS code 237130, Power and Communication Line and Related Structures Construction, with a size standard of $36.5 million. The government is interested in all small businesses - including 8(a), Historically Underutilized Business Zone, Service Disabled Veteran-Owned Small Businesses, Women Owned Small Businesses, and Small Disadvantaged Businesses that are interested in performing this requirement. The statement of magnitude for this acquisition is $500,000 to $1,000,000.00. The contractor shall abide by all local, state, and federal EPA guidelines and regulations during the performance of the awarded contract. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award. A site visit will be held on 18 April 2017 at 2:00pm MDT. Participants will meet at the F.E. Warren AFB Visitors Center. Part of the project is located in a secure area. In order to conduct a pre-bid site visit in this area, contractors shall submit no more than a total of five (5) individuals (to include both prime and subcontractors) to attend the site visit. The contractor shall submit the following information for those individuals wanting to attend the site visit: Individuals Driver's License or Passport The Real ID Act does apply. See text in section L for approved and disapproved state driver's licenses and further guidance on the Real ID Act. If an individual carries a driver's license from a disapproved state, then a passport is required for that individual. The individuals attending the site visit will be placed on an Entry Authorization List (EAL). This list will take 21 days to get authenticated, therefore, we need all information listed above NLT 24 March 2017. Any information received after 24 March 2017 will not be processed and those individuals will not be allowed to attend the site visit. A background check will be conducted on all individuals listed on the EAL. If any individuals fail the check, they will not be authorized to attend the site visit. Due to the strict time constraints, if an individual fails the background check, there will not be time to process a replacement for that individual. The closing date for the receipt of proposals will be Friday 5 May 2017 at 02:00pm (MDT).
