Page 1 of 7 THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 221310 Water Supply and Irrigation Systems 3. Interested and capable Contractors should respond to this notice not later than May 9th, 2017 by providing the following via email only to danielle.carroll4@va.gov (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small Business(SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. We are requesting the service of a contractor to install metering in the HVAC Heating Hot Watering Systems at Department of Veteran Affairs in the Long Beach area (VALBHS) 5901 E 7th Street. Bldgs #126, 150, 164, 165,166 and 138. Please refer to the Statement of Work for the specifications for the required specifications. 6. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127.   7. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. --End of Sources Sought Announcement STATEMENT OF WORK (SOW) as of 03/21/2017 1. Contracting Officer s Representative (COR). 2. Contract Title. Heating Hot Water and Domestic Hot Watering Metering In Bldg. 126, 150, 164, 165/166 and 138 3. Background. To request contract service to install metering in the HVAC Heating Hot Watering Systems to expedite troubleshooting of the system and to establish load profiles in the following buildings: (126), (138), (164), (165) and (166). These will be used by the HVAC shop and the Energy Program. 4. Scope. The purpose of this change order is to develop individual load profiles of the heating hot water systems in buildings 126, 150, 164, 165/166, and 138 and to facilitate simplified maintenance troubleshooting during systems malfunction. Contractor shall furnish labor, materials, and all other services required to install meters, devices, sensors and auxiliary equipment and resultant connection to the Metasys system. Meters and sensors shall be placed on piping mains only, not branches. Note that the references to bldg. 165/166 refers to a single HVAC heating hot water station in a single mechanical room of which serves both bldgs. 165 and 166. Contractor must have Johnson Controls Metasys training certificate and have a minimum of 3-years working with network Metasys Building Management Systems (BMS). Submit training certificate and relevant work experience. A Job walk is required for this job. Upon completion of this of this job, all meters, sensors and devices required to trend the subject buildings Heating Hot Water load profile will be installed, functional, calibrated,  read accurately locally and at the BMS Metasys and be trended. Trended data via Metasys shall be in tabular form and saved in excel format.   Tabular headings will have both readily understood English headings and the Metasys identification of the sensor.    Time frame for trending of the subject buildings Heating Hot Water load profiles shall be indefinite.      File names shall reflect the dates of the trend.     Trending for each building shall be in separate tabs of an Excel workbook.    Trends shall be generated automatically, with proper format as specified herein, and without the need for additional formatting. Duration of this contract shall be 45-days for the completion of all tasks, including Training of COR.   5. Specific Tasks. Metasys configuration, connections and individual trending for each building must developed performed and made useful for the layperson.   Current trending in the Metasys is extremely limited and is not useful in developing energy load profiles as some required sensors are not present, while those that exist are not trended or stored in the Metasys database.   All new devices must be networked into Metasys network for trending.      Note:   Sensors that exist of which are part of the existing Metasys system that are found defective (e.g. provide erroneous or no data) shall be repaired by others on an existing Service contract and is not part of this change order scope. Each individual building  trend must have devices trending at the same time.     CONTRACTOR shall set up trending resolution for 15-minute intervals between the months of December to June, and 5-minute intervals between the months of July to November. Trend resolution shall be readily adjustable between 15-minute and 5-minute resolution rates without the requirement for time consuming reconfiguration. Outside air temp, humidity and wet bulb temp shall be brought into each building trend using existing Metasys weather station.     This data currently existing in the Metasys via Metasys outdoor weather station. Heating Hot Water (HHW) Pump 1 and HHW Pump 2 status for each building must be brought into Metasys and trended. Where VFDs are employed on the pump motors, status trending point shall be the running frequency of each VFD (or other COR approved signal). Where VFD s are not employed Contractor shall install current sensors at disconnects to indicate pump on/off status. VFD s are employed in bldgs 164, 165/166. Bldgs 138, 126 and 150 do not have VFDs. HHW Pump 1 and HHW Pump 2 VFD speed for each building that has pump VFDs (Bldgs 164, 165, 166) shall be brought into trends and are available in the Metasys. Trends will include actual VFD speed or frequency, or equivalent. Provide new electrical power and signal wiring to new sensors and/or controller systems. Tie 120V power into nearest 120V source. Wiring shall be #12 THHN stranded copper and shall be color coded. Mount each controller as recommend by manufacturer. Mounting shall be secure. A power disconnection means is required for all new sensors. Signal wiring shall be as recommended by the manufacture for tie into the new device, new Metasys network extender, or existing network point. Provide and mount extender in new instrumentation box. All wiring shall be in conduit, ½ EMT minimum size. Flex conduit shall be liquid tight and shall be limited to 4-foot lengths. Electrical conduit and wiring shall comply with latest edition of the National electric Code. Utilize existing raceway and boxes to the greatest extent possible. All new meters and sensors shall have a local controller with digital display that will directly interface into Metasys network. Local display shall be mounted between 4-feet and 6-feet above the finished floor, unless otherwise approved by COR. Pipe Sizes: Pipe sizes provided herein shall be verified by the successful bidder prior to placement of order for equipment. If discrepancies are encountered, notify the COR immediately for resolution before placing materials order. Thereafter, discrepancies in which errors in pipe sizes stated herein results in increased material and/or labor costs, an equitable negotiated adjustment shall be made to the contract. However, it is the Contractors responsibility to verify all pipe sizes before placing order to purchase equipment. Should Contractor purchase incorrectly sized materials as a result of Contractor s inadequate field pipe size verification, the Contractor shall be responsible for all costs, including cost for additional materials and labor to remedy pipe size issues. All materials used shall be applied and installed in strict accordance with manufactures recommendations and per manufactures strict recommend purpose. Bldg. 126 requires Installation of the following new equipment and components (Pipe Sizes are 5 Dia., verify in field) Heating Hot Water Flow meter   (HHW-F) -5 Pipe Size Heating Hot Water Return Temperature sensor (HHWR-T) 5 Pipe Size Pump # 1 and Pump #2 Status Sensors (P1, P2) Network Port extender (minimum of 8-points) Bldg. 150 requires following new equipment and components (Pipe Sizes are 4 dia., verify in field) Heating Hot Water Flow meter   (HHW-F1) and (HHW-F2) for each hot water main.   Heating Hot Water Return Temperature sensor (HHWR-T) 5 Pipe Size Heating Hot Water Supply Temperature sensor (HHWS-T) 5 Pipe Size Pump #1 and #2 status sensors (P1 & P2). Network Port extender (minimum of 8-points) Bldg. 164 requires Installation of the new equipment and components (Pipe Sizes are 4 dia., verify in field): Heating Hot Water Flow meter   (HHW-F) Heating Hot Water Return Temp (HHWR-T) Pump #1 and Pump #2 Status Sensors (P1 and P2) Network Port extender (minimum of 8-points) Bldg. 165/166 requires Installation of the following new equipment and components ( Pipe Sizes are 4 dia., verify in field): Heating Hot Water Flow meter   (HHW-F).   Heating Hot Water Return Temp (HHWR-T) Pump #1 and Pump #2 Status Sensor (P1 and P2) Network Port extender (minimum of 8-points)  Bldg. 138 requires Installation of the following new equipment and components (Pipe Sizes are 4 dia., verify in field) Heating Hot Water Flow meter   (HHW-F) Heating Hot Water Supply (HHWS-T) Heating Hot Water Return (HHWR-T) Pump #1 and Pump #2 Status Sensors (P1 and P2) Network Port extender (minimum of 8-points) Calculations:     Metasys calculation formula shall be verified by COR before finalization. Calculations will be include in the trend and will include: MBTU Equivalent KW Degree Day type Number of Degree Days. Flow devices shall be ultrasonic technology equivalent to Onicon F-420 Series, or approved equal, installed without shut-down of the heating hot water system and with mounting and configuration in strict accordance with manufacturer s recommendations. Temperature sensors shall use a bulb well and shall be installed without the need for heating hot water shut down. Temperature sensor shall have operation temperature not less than 220-Fo. Provide proper hot tap saddle fitting or weldolet. All devices shall be easily removed for service with and they shall have factory certified calibration and accurate within +/- 1.5% unless otherwise approved by COR. Clearances from turbulence or pipe turns shall be in strict conformance with manufacturer s recommendations. Coordination with the VA Pipe and HVAC Shops are required. All components shall be compatible with networked Metasys System. Trending shall include as a minimum the data in each column of the sample trend heading below: Submit trend samples to COR for acceptance before finalizing this change order. Provide new USB CD/DVR read write drive and new USB Hard drive (2-terabytes) for saving trend data, to be delivered the COR with 1st set of trending.         Provide Training to COR on how to access, generate, save and, print building trend reports two (2-hour) training sessions are required to occur with 30-days of each other. Testing: All flow meters used in trends shall be tested for accuracy by using a secondary certified and calibrated ultrasonic flow meter that shall be installed on a temporary basis until test is completed, and thereafter removed. Contractor may submit alternate testing method for COR approval and calibration. Temperature meters shall be tested by comparing with factory calibrated temperature gauge, using existing ports. Meters accuracy testing shall be tested in the presence of the COR. Where the meters fail, make corrections and re-test. Contractor shall provide all required tools and equipment for the test. Once trends are established they shall run indefinitely. -- End
