Description
PRE-SOLICITATION NOTICE FOR THE DESIGN-BUILD PROJECT AT HOUSTON NATIONAL CEMTERY LOCATED IN HOUSTON, TEXAS. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786A-17-R-0052 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Houston National Cemetery. The contractor shall provide design-build services necessary to construct approximately 2,000 4 x 4 in-ground cremains. Work shall include the construction of an access road, monument marker(s), site finishing landscaping and irrigation at Houston National Cemetery. The design includes earthwork, storm drainage grading, and pavement site features. Drainage shall either be to the storm-water pond to the north or the storm-drain ditch to the south. The contractor shall be responsible for obtaining, topographic survey, geotechnical information and consultation with the State Historic Preservation Office. The contractor shall be responsible for obtaining all permits required in the performance of the work outlined above and in the contract documents. COST MAGNITUDE: Between $1,000,000 to $2,000,000. THE AWARD OF THIS FUTURE CONTRACT IS SUBJECT TO THE AVAILABILITY OF FUNDS. The cut-off date and time for questions shall be May 31, 2017, at 1:00 p.m. EST. CONTRACT DURATION: Performance period is approximately 360 calendar days from date of receipt of the Notice to Proceed. NAICS CODE: 237990 SIZE STANDARD: $36.5 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible service disabled veteran owned small business responding to this solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. REGISTERATION: To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: Those desiring to receive an award from this solicitation must be registered at www.vip.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration for SDVOSB to be considered for an award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. All bidders must also be registered in the Vets-4212 database which is mandatory prior to award of any federal government contract greater than $100,000.
