- SF18 Solicitation Information All quotes/responses shall be submitted via email to Maria Sproul at maria.sproul@navy.mil no later than 1:00 PM Eastern Standard Time on 05 May 2017.. Solicitation N0042117Q0132 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Hi-Test Laboratories, Inc. in accordance with the Statement of Work, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 12 and 13. The requirement is to perform Shock and Vibe Testing on AN/SPN-41B Units. Offerors must be registered in SAM.GOV database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.SAM.gov. See Attached RFQ. This notice is intent to Sole Source with Hi-Test Laboratories, Inc. This is a firm fixed-price procurement; therefore, the offeror's initial offer should represent the vendor's best quote in terms of price and technical acceptability. ***Instructions to Offeror*** Offeror must complete the attached certification in Section K of this solicitation, 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. Please provide the completed certification with your offer.
