- CHS5 Draft Solicitation *** Please thoroughly read the information stated below regarding the CHS5 Source Selection. The purpose of providing the following information is to address questions and comments that the CHS5 Source Selection team have received from industry. 1. The CHS5 Source Selection team will be accepting questions regarding the CHS5 documents until 12 May 2017 at 12:00 pm. All questions should be emailed to Ms. Shanita K. Simmons at shanita.k.simmons.civ@mail.mil. The CHS5 Source Selection team will review all questions and will respond to questions by posting a response to FBO. The email subject line for all questions shall include the company name and the subject line, "CHS5 Questions - W15P7T-17-R-0008." 2. A draft of the CHS5 Solicitation was posted to FBO on 2 May 2017. All information in Sections A, B, G, J, L and M of the Solicitation has been updated. Information in Sections E, F, H and I of the Solicitation is still under review by the CHS5 Source Selection team. 3. "Plug numbers" or the material costs for the categories being evaluated on the CHS5 contract will be provided by the Government under the tab titled, "Evaluation Material Cost" in the CHS5 Pricing Schedule (See CHS5 Solicitation Attachment 0006 - Pricing Schedule and Instructions). Also reference the tabs titled, "Instructions" and "Evaluation Method" to obtain additional instructions regarding the evaluation of material costs on the CHS5 Pricing Schedule. 4. The Government intends to place 19 items on the CHS5 contract that will be orderable at contract award in accordance with Section L paragraph 1.7.3.2 of the CHS5 Solicitation. Any additional items will be added to the CHS5 contract using the Technical Insertion process based on the needs of the customer. The decision to limit the addition of items to 19 was based upon industry feedback stating that a tremendous investment of time and funding would be required to develop a winning proposal. 5. Per the instructions provided in Section L of the CHS5 Solicitation in paragraph 1.7.3.11, titled, "Technical Volume II, Section 8: Program Management Program Management," the offer shall provide an Integrated Master Schedule and Integrated Master Plan that should include information regarding vendor agreements. Those vendor agreements will be evaluated using the criteria set forth in Section M of the CHS5 Solicitation in paragraph 1.2.17, titled, "Technical Subfactor 8 - Program and Data Management" and in accordance with PWS paragraph 3.8. 6. The ability to design, build, and test ruggedized hardware and OTCs was considered by the CHS-5 IPT. Due to the overall length of time required for offerors to develop and propose for both the technical data package of an OTC (Production TDP) and a V2 item (Developmental TDP), and the time required by the government to evaluate a contractors proposal, it has been determined that such an approach would not be in the best interest of the government since it would adversely affect the overall evaluation time of award. 7. Test procedures will be evaluated under Section M of the CHS5 Solicitation in paragraph 1.7.3.7, titled, "Technical Volume II, Section 4: Verification" and in accordance with PWS paragraph 3.4.7. 8. ACC has been granted approval for a Single Award IDIQ contract for CHS5. The CHS4 contract was approved for an extension of the base period for 12 months and for Two (2) Six (6) month option periods. Thus, extending the potential total Period of Performance of CHS4 to August of 2018 (up to two years or 24 months). We expect to award the CHS-5 contract prior to the end of August of 2018.
