- Description
- This is the official solicitation synopsis for the Airfield and PAPI Lighting System Replacement construction project. This will be a firm-fixed price construction contract. The work under this contract will consist of replacing the runway and taxiway lights, airfield signage circuits, Runway 08 threshold lights, Wind Direction Indicators (Wind Socks), Precision Approach Path Indicator (PAPI) lights on each runway end (08 and 26), all constant current regulators with new switchgear style CCR system, and the associated lighting circuits, power circuits, cabling, ducts, etc. The Airfield Lighting Electrical Vault Constant Current Regulators (CCR) and interior electrical distribution equipment will also be repaired by replacement. The North American Industry Classification System (NAICS) code is 238210, Size Standard $15M. Scope includes work at Langley AFB, Virginia. The magnitude of this contract, IAW FAR 36.204(h), will be more than $10,000,000.00. The period of performance is three hundred fifty-seven (357) calendar days from date of contract award. All work shall be in strict compliance with the specifications of the contract and of the specifications and drawings. This is being solicited as a Small Business set aside. The successful offerors will be selected using a combination of Lowest Price Technically Acceptable (LPTA) source selection and trade-off procedures. It is anticipated the solicitation will be issued electronically on or about 5 May 2017, on the Federal Business Opportunities (FBO) web page. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation: Microsoft Word (.doc), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The government intends to hold a site visit on or about 19 May 2017. The exact date and time will be identified in the solicitation. NOTE: All prospective contractors must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for award. Effective 01 January 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.bpn.gov/ to add or update ORCA records.
