- 17-00606 Limited Sources Justification Notice of Intent to Sole Source The First Responder Network Authority (FirstNet) Chief Procurement Office intends to negotiate with Spirent Federal Systems, Inc., located in Pleasant Grove, UT, on a sole source basis under the authority of FAR Subpart 16.505(a)(4) - The requirement is for an item peculiar to one manufacturer, for providing an RF Channel Emulator system, upgrades, and hardware/software support. The unique technical specifications for the RF Channel Emulator system are the full compatibility with the existing RF Channel Emulation equipment. The NAICS Code is 334511 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Small Business Size Standard of 750 employees. FirstNet anticipates negotiating and awarding a firm-fixed-price purchase order to Spirent Federal Systems, Inc. for this requirement. Interested parties who can demonstrate they could satisfy the requirements listed above for FirstNet must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued by 5/17/2017. Any questions regarding this notice must be submitted in writing via email to chendra.conklin@firstnet.gov. All responses to this notice of intent must be submitted so that they are received at chendra.conklin@firstnet.gov no later than 10:00 am MDT Monday, May 8, 2017.
