Description
NAVSUP Fleet Logistics Center Jacksonville, Florida intends to issue a Request for Quote (RFQ) on or about 29 May 2017. The solicitation will be issued as a Total Set Aside for Small Business. The base period of performance will be for 12 months commencing on 01 October 2017 through 30 September 2018. The FSC Code is 8145. The NAICS Code is 332439, with a size standard of 500 employees. The purpose of this acquisition is to provide hazardous material containers to the Hazardous Waste Commodities Branch (HWCB) at Naval Facilities Southeast Public Works Department, Naval Air Station Corpus Christi, TX (NASCC) for use at all of their regulated waste generators. The containers are of a type that shall meet the standards, certification in accordance with laws and regulations of the Department of Transportation (DOT). All containers and supplies requested under this solicitation shall conform to the DOT Code of Federal Regulations per 49 CFR Part 171 through 49 CFR Part 180. All DOT regulations can be viewed in PDF format at http://www.gpo.gov/fdsys/granule/CFR-2011-title49-vol3/CFR-2011-title49-vol3-part178/content-detail.html The Contractor shall provide shipping containers approved by the Department of Transportation (DOT) to the HWCB for the period of performance for the contract. The HWCB shall make a reasonable attempt to request deliveries in quantities that allow the contractor to ship full vehicle loads, in order to reduce transportation costs. Deliveries shall be requested approximately every 2 weeks, but may vary based on actual requirements. The containers shall be of varying composition and size, as required for the wide variety of wastes generated on NASCC. The Government does not guarantee that full quantities shall be ordered. Ordering will be based on the type and number required by the HWCB Customers. Containers shall be delivered to NAVFAC Southeast Hazardous Waste Control Branch Building 259, Corpus Christi, TX 78419, unless otherwise requested. Deliveries shall be scheduled for receipt at Bldg. 259 by a HWCB designated representative. Receiving hours for this property shall be Monday through Friday 0700-1400 hours excluding federal holidays and weekends. Unless otherwise requested, the containers shall be placed on pallets and shrink wrapped to expedite unloading. The contractor shall be required to enter the transport vehicle (trailer) and move the containers to the end of the trailer with a pallet jack so the HWCB employees can unload the containers with a forklift. HWCB employees shall not be responsible for entering the contractor ™s transport vehicle due to liability and safety concerns. The solicitation will be available on or about 29 May 2017 for download on the Navy Electronic Commerce Online (NECO) Website at https://www.neco.navy.mil and FEDBIZOPS Website at: https://www.fbo.gov. The RFQ will include instructions for preparation of price quotes, the performance work statement, and evaluation criteria. It is the responsibility of interested parties to register with NECO and or FEDBIZOPS to download the synopsis, solicitation and subsequent amendments and all attachments. Offerors are encouraged to review the referenced websites frequently for updates. No paper copies of the RFQ, attachments or amendments will be provided. No solicitation mailing list will be issued. System for Award Management (SAM) https://www.sam.gov registration is mandatory. The SAM is the Official U.S. Government system that consolidated the capabilities of the Central Contractor Registration (CCR), On-Line Representations and Certifications (ORCA), and the Excluded Parties Lists System (EPLS). ONLY email requests for clarification to the Contract Specialist are acceptable. No phone call communications or personal office visits with NAVSUP FLCJAX or its internal or external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process.
