Description
The purpose to this amendment is to make changes to the call for SF 330s, makes a change to the SOW, incorporate answers to questions received and to extend the due date for SF 330s. CHANGES to Call for SF 330s 2nd paragraph, delete The term Service-disabled veteran-owned small business (SDVOSB) under the Veterans First Contracting program has the same meaning as service-disabled veteran-owned small business concern defined in FAR subpart 2.101, except for acquisitions authorized by 38 U.S.C. 8127 and 8128 for the Veterans First Contracting Program. And replace with The term Service-disabled veteran-owned small business (SDVOSB) under the Veterans First Contracting program has the same meaning as service-disabled veteran-owned small business concern defined in FAR subpart 2.101. Revise Stage 1 and Stage 2 wherever they appear to read Phase 1 and Phase 2. This change is for consistency in terminology. No change in meaning is intended. Delete the sentence, Projects completed before 2010 will not be considered. Replace with, Projects completed more than 5 years prior to the solicitation due date will not be considered. CHANGE to the SOW Task 5 Design Services: Historic Preservation p. 11 Revise A. Schematic Phase (SD) to read Schematic Design Questions & Answers Understanding the directions under the solicitation VA786A17R0031 for Section E/Resumes (i.e., the paragraph beginning Only a few individuals in the lead firm and prime consultants will work with NCA on a regular basis. NCA considers these individuals as Key ), does the NCA want resumes for all of the disciplines noted in the A/E IDIQ Statement of Work v2.1 attachment (starting on page 26 of 32)? Or rather, would the NCA wish that we only provide resumes for personnel that we expect to be Key Personnel on a program level basis (and so, for instance, instead of the 57 personnel disciplines that are named, we would provide 30 Key Personnel)? The A/E Firm shall provide the required information only on the Key Personnel. Task 7 and Task 12 are both identified as Commissioning: Buildings + Landscape and the wording is the same. Please clarify. Commissioning is required for both buildings and landscape, hence the same wordings. It depends on the Task being referenced in the scope of work Commissioning requirement is dependent on the specific requirement of the scope. It is project and/or Task dependent, and will be spelled out in the specific project scope or Task. In the Manpower Matrix a Traffic Consultant is identified. Can you define whether traffic is meant as vertical (elevator) or horizontal (vehicular)? "Traffic" is meant for horizontal transport (vehicular) only. Does the Pacific Region also include American Samoa? The Pacific District includes American Samoa. The only mention of CM is in the first paragraph. All the rest of the detail and selection criteria do not seem to relate to CM, but more to A/E. Can you please clarify what services you expect a CM to provide? The CM services include construction management, and construction period services including but not limited to construction inspections, review and recommend approvals for submittals, review and respond to RFI s, coordinate with COR s in conduction of meetings/ site reviews and recommending resolutions, provide independent cost estimating, site visits, provide construction photos/daily logs, identifying design omissions, review technical submissions and changes/recommend solutions, and other construction period services identified in specific scopes of work. Tasks 11 -13 are CM tasks. Do you expect the A/E firm to provide CM services or will they be provided under a separate contract by another entity? CM services are anticipated to be awarded under the prospective IDIQ. They may be awarded separately or as an option in conjunction with the design, Do you want Construction Administration services as defined by the AIA, rather than CM services? The NCA want Construction Administration as defined by CM services. However, certain licensed disciplines will require site visits during construction. Can you clarify Page 3 of 7 Section D. Do you want a chart of the entire team ex: Man Power Matrix or just the key role team members from section C? The chart of the key role team members from section C is required. Page 4 of the solicitation requests drawings and a minimum of 4 photos for each project in section F. Can the Section F Project sheets be more than 1 page to accommodate space for photos/drawings? If not, could we include it in an appendix? Section F Project sheets can be more than one page. Page 5 of the solicitation requests copies of any performance evaluations or owner review of firm s performance for each sample project submitted in section F. Is this a requirement for every project, or may we submit contact information for references instead of documented reviews? If a formal document is required, we would like to request a time extension on the proposal deadline to obtain this information from our clients. Copies of any performance evaluations or owner review of firm s performance for each project submitted is a requirement,. Does the Lead Designer need to be the prime firm? The Lead designer does not have to be the prime firm. Is SITES certification required? Some work under the IDIQ will require a SITES certification. For the Lead Designer portfolio, it is stated that the projects need to be completed over the last 5 years. However, on page 3 of the solicitation it states that projects completed before 2010 will not be considered. Is the 2010 reference related to Section F of the SF-330? The 2010 reference is related to Section F of the SF 330. Is there a limit to the number of projects in Section F? There is no limit to the number of projects For Commissioning- Buildings and landscape; do you require an independent firm that was not involved with the design? An independent firm that was not involved with the design is required. Can you confirm a physical mailing address for the 4 hardcopies of the proposals that are requested on solicitation page 8? The attached page only shows 541310, but in the following description its noting 541310 and 541330 in the first paragraph on page 2. Work anticipated under this IDIQ will encompass both NAICS codes. Can you clarify Page 3 of 7 Section D. Do you want a chart of the entire team ex: Man Power Matrix or just the key role team members from section C? The chart of the key role team members from section C is required. Per the selection criteria in the RFP it states that in Stage 1, the government reserves the right at its sole discretion to make awards solely based on written submissions. If Stage 2 is implemented, is there potential that it is implemented to only certain offerors? Would offerors meeting the governments written requirements in Stage 1 and not needing to interview be available to contract while others are participating in Stage 2? If conducted, discussions will be held with all offerors. Is there a duplication in the SOW between Tasks 7 and 12 (Commissioning)? I was not able to find any difference in the descriptions; however, the list of disciplines in the Appendix A matrix adds a Construction Manager in Task 12. Task 7 is an A/E Task. Task 12 is for Construction Period Services or CM. In the Scope of Work, Task 13 Constructability Review, is this describing our services as a 3rd party reviewer for other A/E submissions or is it describing our own in-house constructability review that we perform for every project we design? Constructability Review is describing your services for other A/E submissions. Task 13 is asking you to review other A/E s work to ensure compliance with all requirements. SF 330 Due Date The due date for SF 330s is extended from 4:00 PM, May 8, 2017 to 4:00 PM local time, May 12, 2017.
