- NGD-35 in 55 gallon drums. Special Notice The Naval Surface Warfare Center Carderock Division (NSWCCD) hereby gives notice of intent to award a Sole Source Firm Fixed Price Commercial contract under the authority of FAR Part 6.302-1(b)(1)(ii) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", to GOODRICH CORPORATION. @ 6061 GOODRICH BLVD, CA, JACKSONVILLE, FL, 32226-3402 for: •1. NGD-35 Part A and B The basis for restricting competition is for the following reasons: NGD35 is a two part polyurethane used in the manufacture of submarine components for U.S. Navy submarines to reduce signature. NGD35 is the sole qualified material that meets the material performance requirements. No other material meets the specified performance requirements and no other material can be substituted in place of NGD35. UTC Aerospace Systems/ Goodrich owns the patent to manufacture NGD35. Goodrich is the sole seller and distributor of NGD35. This notice of intent is NOT a request for proposals or quotations. No solicitation documents are available and requests for copies of a solicitation in response to this notice will not be honored or acknowledged. No contract will be awarded on the basis of offers received in response to this notice. A determination not to compete this proposed contract based on this notice is within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 19 Jan 2017 and DFARS Change Notice DPN 20161222. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The associated North American Industry Classification System (NAICS) Code for the proposed contract action is 336611 which has a business size standard of 1,250 people. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 17 May 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 17 May 2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
