Description
The Army Training Information System (ATIS) is a Defense Business System (DBS) that will follow the Business Capability Acquisition Cycle to integrate, test, deliver, operate and maintain an enterprise capability for Army training. In March 2017, the Army Acquisition Executive approved entry into the Functional Requirements & Acquisition Phase (formerly Technical Maturity and Risk Reduction-post Milestone A), classified ATIS as a Category II program and delegated Milestone Decision Authority (MDA) to Program Executive Office (PEO) Enterprise Information System (EIS). ATIS will be comprised of Commercial-of-the-Shelf (COTS), Government-off-the-Shelf (GOTS) technologies, or any combination thereof. As this system is fielded, the Army will reduce the overall cost of training by retiring duplicative, stove-piped systems and improve performance with a net centric, governed and architecturally compliant system. ATIS will be the program of record that provides a Common Operational Picture (COP) of the training environment in five integrated and interoperable capability areas: Training Development; Training Management; Enterprise Scheduling; Learning Content Management and Resource Management. These capabilities will enable Commanders, leaders, Soldiers, and civilians in planning and preparing for operational, institutional and self-development training. Additionally, ATIS will support the execution of self-development training. The ATIS Draft RFP will be released prior to the Industry Day via FedBizOps and final RFP will be released through the Consortium for Command, Control, and Communications in Cyberspace (C5) utilizing Other Transaction Authority (OTA). There will be a formal Industry Day on June 5, 2017 to kick-off this solicitation effort. Prior commitment to consortium membership is not required to attend the Industry Day. Prospective offerors, regardless of consortium membership, are encouraged to attend. Interested parties may obtain further details regarding the Industry Day from C5 at http://c5technologies.org/. Formalized membership to the consortium will be required to respond to the final RFP. This is not a Request for Proposals or Request for Quote. It is for planning purposes only. A contract award will not be made from this announcement. The purpose of this announcement is to provide industry with advanced notification of the Government's intent.
