- NAVSUP Fleet Logistics Center (FLC), Norfolk, Philadelphia Office intends to acquire support services, on a sole source basis, from Solutions for Information Design (SOLID), LLC in accordance with 41 USC 1901(e)(2) - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The proposed acquisition will consist of contractor support services for the Center for Information Warfare Training (CIWT) s Military Gears (MilGears) Program. Services will support the development and implementation of a MilGears on-line (via Internet) website for the U.S. Navy (Navy). Specific support will include the phased design, development, implementation, and maintenance of the MilGears on-line self-assessment tool and associated database(s) to ensure current and accurate data is reflected for Department of Navy (DON) Ratings, Designators, Civil Service series, jobs and occupations associated to military career opportunities, Department of Labor (DOL) occupations, and recognized civilian credentials and Servicemembers Opportunity Colleges (SOC) Degree Network System (DNS) programs. MilGears will be an online, self-assessment tool that will guide users through a series of questions and selections regarding their military training, duty assignments, off-duty education, credentialing, and in-service and post-service goals. The resultant output of the tool will show users a personalized assessment of what civilian credentials and SOC Degree Network System (DNS) programs that may be immediately attainable and nearly attainable, how to fill any gaps, and next steps to accomplish their civilian credentialing and SOC Degree Network System (DNS) programs goals. The tool will also show users best-fit post-service occupations and resources to explore those post-service occupations. A firm fixed price contract is anticipated to satisfy this requirement. The anticipated base period of performance is 01 August 2017 through 30 September 2017. Five option periods shall also be included as a means of fulfilling support requirements anticipated through 31 July 2022. SOLID is considered the only source for all the required support services. NOTE: This is a first time procurement. There is no current incumbent or previous contract history for the instant support services. The proposed acquisition will be processed under the provisions for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12. The proposed acquisition is for services which the Navy intends to solicit and negotiate with only one source. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office.
