- LIHEAP Training Notice Type: Sources Sought Notice Title: LIHEAP Training and Content Development Contract Solicitation#: TBD Date: May 2, 2017 This is a Sources Sought notice. This is NOT a solicitation for proposals, or proposal abstracts. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is strictly market research. The Children's Bureau will not entertain any questions regarding this market research that may unfairly advantage one offeror over another. Background: The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services (OCS) administers the Low Income Home Energy Assistance Program (LIHEAP). The purpose of LIHEAP is to provide households with low-income assistance in paying for their home energy costs (both heating and cooling), respond to home energy-related crisis situations, and provide low-cost home repairs that result in increased energy efficiency and lower home energy costs. Each year, OCS awards grants to state governments, territory governments, tribal governments, and tribal organizations to provide LIHEAP services in their respective service areas. This contract focuses on the training and technical assistance needs of OCS's state, territory and tribal grantees and delivery of training content during conferences and webinars. Purpose and Objectives: The Contractor will assist OCS in developing an annual training plan, creating and delivering content and other training materials for LIHEAP Grantees which include states, territories and tribes. The training content developed should be adaptable so that the same content can be used in multiple ways, such as PowerPoint, handouts, online training modules, and other training methods. These materials will be incorporated into a comprehensive training plan which includes one-on-one training, conferences, webinars, etc. The contractor will also coordinate components of the LIHEAP Training Conference including developing the conference agendas, suggesting and confirming speakers, moderators, and facilitators as well as modifying developed content for the applicable training event. Capability statement/information sought: Respondents must provide, as part of their responses, a capability statement, and length of time needed to become operational. Information submission instructions: Interested sources are invited to submit a capability statement no more than fifteen pages. This capability statement should clearly and concisely describe: • A cover letter which includes the offeror's name, company address, a point of contact, phone number, email address, DUNS number, and current GSA schedules appropriate to this work (if any). If you have a government approved accounting system, please identify the agency that approved the system, and the type of company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All inquiries to this "Sources Sought" must be in emailed to Kevin.Ceponis@psc.hhs.gov by 2 PM EST on May 18, 2017. Telephone responses will not be accepted. All inquiries must be typed in 11 Font. All inquiries submitted electronically should be in either Microsoft Word or Adobe PDF format. Please keep responses to a maximum of 15 pages, only one copy of responses are necessary.
