SOURCES SOUGHT NOTICE - W912DR1740001 TITLE: Dyke Marsh Wetland Restoration and Stabilization THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR BID/PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This Sources Sought Notice is for informational purposes only. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from all qualified and interested parties from Small Business (SB) firms, Small Disadvantaged Business (SDB) firms, Service Disabled Veteran-Owned SB (SDVOSB) firms, Veteran-Owned Small Business (VOSB) firms, Historically or Underutilized Business Zones (HUBZones) firms and Women-Owned Small business firms (WOSB) for the Dyke Marsh Wetland Restoration and Stabilization Project, Dyke Marsh Wildlife Preserve, Fairfax County, McLean, Virginia. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The NAICS Code for this acquisition is 237990 - Other Heavy and Civil Engineering Construction with a size standard of $36,500,000.00. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Project Description: The purpose of this project is to restore and long-term manage the tidal freshwater marsh and other associated wetland habitats that have been lost or impacted at Dyke Marsh. Dyke Marsh wetland resources, plant and animal communities, and natural ecosystem functions have been damaged by previous human activities and continued erosion and are subject to continuing threats, such as alterations to the hydrology in the Potomac River and its nearby tributaries, and other effects from urbanization in the surrounding region. In addition, the National Park Service (NPS) is required to restore Dyke Marsh under Public Law (P.L.) 93-251 and Water Resources Development Act of 2007. The purpose of this project is to protect the existing wetlands from further erosion, nonnative invasive plants, loss of habitat, and altered hydrologic regimes; restore wetlands and ecosystem functions and processes lost through sand and gravel mining and shoreline erosion; avoid increased costs from delayed restoration; and improve ecosystem services that benefit the Potomac River watershed and the Chesapeake Bay. Hydrologic Restoration and Fullest Possible Extent of Wetland Restoration, up to 180 acres of various wetland habitats would be restored in a phased approach. The initial phase would stabilize the marsh by installing a breakwater on the northern edge of the historic promontory and stabilizing and restoring marsh along the edge of existing marsh. Future phases would continue marsh restoration within the historic boundaries of the marsh, except for the area immediately adjacent to the marina. Interested Small Business (SB) firms, Small Disadvantaged Business (SDB) firms, Service Disabled Veteran-Owned SB (SDVOSB) firms, Veteran-Owned Small Business (VOSB) firms, Historically or Underutilized Business Zones (HUBZones) firms and Women-Owned Small business firms (WOSB) with single bonding capacity to support this project should submit capability statements to include the following information: 1. Company name, address, phone number and point of contact. 2. Company's System for Award Management (SAM) Cage Code and DUNS Number to verify your business status as a qualified Small Business (SB) firms, Small Disadvantaged Business (SDB) firms, Service Disabled Veteran-Owned SB (SDVOSB) firms, Veteran-Owned Small Business (VOSB) firms, Historically or Underutilized Business Zones (HUBZones) firms and Women-Owned Small business firms (WOSB). Contractors must be registered in SAM and completed the Online Representations and Certifications Application (ORCA). Please see www.sam.gov. 3. Provide details of two (2) most recent projects that show experience in constructing $8 million or larger marine/riverine environment projects. Contractor must demonstrate experience placing large stone from a barge in a limited visibility marine environment including Armor stone breakwaters and sills as well as placement of polymeric marine mattresses or similar structures. In addition the contractor must demonstrate: • If work was done as the Prime or as a Sub, and what percentage of the work was performed • Availability of proper equipment • Experience adhering to Federal and State environmental permits • Utility coordination • Control of sediment during in-water construction activities • Experience in building riverine/coastal wetlands Capability statements should also include the following information: beginning and end dates of projects, project references (including owner with phone number and email address) and final costs of completed projects. It should also contain and identify all expertise, types and number of equipment, and number of personnel. 4. A letter from your surety stating your maximum bonding capability for a single project and your aggregate bonding capability. The minimum bonding capacity must be $20 Million or more. The contractor should be familiar with the Federal safety manual and provisions of the Davis-Bacon Act. Narratives shall be no longer than 10 pages. Comments will be shared with the Government and the Project Delivery Team (PDT), but will be held otherwise in strict confidence. This is only a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition.
