- Question 1. Why does the current solicitation restrict competitive bidding? The VA is not restricting the bidding. All vendors are allowed to submit a quote. Question 2. How can restricting potential vendors be in the best interests of the government? The VA is not restricting potential venders, we are just requesting the best product we can get equal to or better than the products we currently have. Question 3. What is the basis for specifying no mercury bulbs in the salient characteristics? The UV market has experienced a significant amount of misleading information regarding this issue. Will Salient Characteristic #1 therefore, be waived, and bulbs containing mercury be permitted in the current solicitation? We will accept quotes containing mercury for consideration. Question 4. Salient characteristic #5 indicates the device must provide at least a 99.99 MRSA kill rate. Does the end user mean a 99.99% kill rate? At what distance from the light source must the required kill rate occur? We ask the product purchased has equal to or more of a germicidal range as our current robots, which is 300nm. As we understand, mercury lamps only create light up to 253.7 nm. Question 5. Is the end user only concerned about MRSA, or is the end user concerned with kill rates for Clostridium Difficile, VRE and other pathogens? If so, what are they and what is the required log reduction (kill rate) required and at what distance from the light source? At the VA, we are concerned about a range of pathogens from Clostridium Difficile, VRE and other pathogens. We ask the product purchased has the same germicidal range as our current robots, which is 300nm. As we understand, mercury lamps only create light at 253.7 nm. Question 6. Salient characteristic #7 specifies must be able to disinfect a double occupancy room in at least 3 to 8 minutes. What are the room dimensions, pathogen of concern, and to what standard must the room be disinfected? As of current, the standard double occupancy room is approximately 262 square feet. At the hospital we are evaluated and ensure that we follow current infection control policies and standards mandated by the VA. Question 7. To prove compliance with salient characteristics found in this solicitation will end user accept proof sources and/or studies in which vendor owners or employees of the vendor are involved, or will acceptable proof sources be limited to those provided by third parties, independent of vendor involvement and published in peer reviewed journals? Yes, we welcome such studies for comparison. We understand technology changes constantly. Question 8. Salient characteristic #8 specifies must have USB download capability with no network connectivity to the hospital and be able to pull daily, monthly, or quarterly reports.. Will end user accept an automated data reporting system that has no connectivity to the hospital and can provide not only usage data for any period, but includes confirmation of ultraviolet dosage delivered, as well as room, operator, cycle time, date, and reason for any aborted cycles even though achieved without a USB? Yes, reports are needed for time constraints. Accuracy in these reports is vital for the infectious control group to have on hand in case information is needed.
