Description
Notice of Sole Source Intent This notice is not a request for competitive quotes. The Bureau of Reclamation, Great Plains Regional Office intends to award a contract to the McLean County Sheriff Office for Law Enforcement and Patrol services for the Chain of Lakes Recreation Area in McLean, Burleigh, and Sheridan Counties, North Dakota. The Chain of Lakes Recreation Area consists of New Johns, Heckers, East and West Park lakes. Reclamation has authority to establish contracts with local law enforcement agencies to enforce state and local regulations, as appropriate. Reclamation has found the McLean County Sheriff's Office to be the only source with full arrest authority in McLean County to successfully complete the required security and surveillance services due to it full arrest authority and jurisdiction. The resulting purchase order will be for a 12 month base period, and include 4 additional 12-month option periods. Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency's requirements, a Justification for Other Than Full and Open Competition is being prepared. The Government anticipates award around on or around May 19, 2017; services to begin immediately. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services, with full arrest authority, are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluation, vendors must submit their written capabilities statement and company profile no later than May 15, 2017. Responses received after May 15, 2017, will not be considered by the Government. Responses to this notice can be mailed to the Bureau of Reclamation - GP-5000; PO Box 36900; Billings, Montana 59107, faxed to 406-247-7798, Attn: Amanda Somerville, or e-mailed to asomerville@usbr.gov. All responses should include the vendor's Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a "small business" or an "other than small business"under North American Industry Classification System (NAICS) Code 561612. The applicable Small Business Size Standard is $20.5 million. A determination by the Government not to compete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website at www.SAM.gov. All invoices for this procurement must be submitted through the Department of Treasury's Internet Payment Platform located at www.IPP.gov.
