- Attachment 4 - Proposal Adequacy Checklist Attachment 3 - OCI Form Attachment 2 - Task Order Model Contract Attachment 1 - IDIQ Model Contract KSTAR BAA This Broad Agency Announcement (BAA) is for the Air Force Research Laboratory Munitions Directorate (AFRL/RW) to provide specific research and development innovations and provide capabilities to the Government in the interrelated and complimentary research areas of Hardware-in-the-Loop (HWIL) Simulation Development, Weapon Engagement Research, HWIL Simulator Technology Development, and weapons sensor phenomenology modeling. The overarching objective of the KSTAR contract is to maintain the leadership of AFRL/RW in development of multi-spectral and multi-modal phenomenology modeling capabilities, advance the state-of-the-art of HWIL test technology, and to perform a critical role in the research, development, and transition of Air Force munitions through the use of integrated guidance simulation. Operations Security (OPSEC) : General OPSEC procedures, policies and awareness will be required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information OPSEC will be applied throughout the lifecycle of any potential contract. Program Security Requirements : Portions of this program are classified at the TOP SECRET level and a DD Form 254 will apply to the awarded contract. Offerors must meet Facility Clearance at the TOP SECRET level with Defense Security Service (DSS) in order to receive the documents. ITAR: International Traffic in Arms Regulations and Public Law 98-94 (export control) will apply to this effort. Request for BAA Attachments : The BAA is being provided with this announcement and provides the detailed instructions on how to request the attachments. This is a one-step closed BAA. Proposals are due on 16 June 2017 at 3:00pm central. The cost of proposal preparation in response to this announcement is not considered an allowable direct charge to any resulting award. Such cost, is however, an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18, Independent Research and Development and Bid and Proposal Costs.
