- The Western Area Power Administration, Rocky Mountain Region intends to acquire on a Sole Source basis consulting services to assist Western Area Power Administration (WAPA) Rocky Mountain Region in utilizing the Quality Training Database (QTD ) to its fullest potential in implementing a Systematic Approach to Training (SAT), pursuant to the requirements of NERC PER-005. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 5 calendar days after date of publication of this notice and shall include documentation on ability to satisfy the Government ™s requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
