***PLEASE CONTACT KELCEY EDDINGS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO KELCEY.A.EDDINGS@NASA.GOV *** NASA/MSFC has a requirement for the annual support and maintenance renewal of the Wind River Systems Software and Source Code used by the Flight Software Developers within the Integrated Avionics Test Facilities (IATF) Labs which includes the System Integration Labs (SIL), the Software Development Facilities (SDF), and the System Integration Test Facilities (SITF). NASA/MSFC intends to purchase the annual support and maintenance renewal from Wind River Systems on a sole source basis. Wind River Systems Support, Maintenance and Source Code is currently being used by Marshall Space Flight Center (MSFC). Wind River Systems software is proprietary and provides the VxWorks 653 real-time operating system, Source Code, and associated software used in the Space Launch Systems (SLS) vehicle flight software design. Developers within ES50 and IATF use the Wind River software as part of the real-time Software Code and for other SLS jobs. Wind River is the sole provider of VxWorks 653 Software, Source Code, and Wind River OEM H/W support. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (KELCEY.A.EDDINGS@NASA.GOV) no later than May 9, 2017 by 4:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
