- REVISION A. The Army Contracting Command-Rock Island (ACC-RI), Rock Island, IL 61299, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a Request for Proposal (RFP) W52P1J-17-0007 on or about June 2017 for the Production of M82 Percussion Primers. The M82 Percussion Primer functions in 155mm artillery weapon systems. The user inserts the M82 Percussion Primer into the breech located in front of the firing mechanism (also referred to as a firing lock). The firing mechanism contains a spring-activated firing pin, which accelerates into the primer. The M82 Percussion Primer consists of a cylindrical brass case with an extraction flange, which contains a base plunger, ignition element, container assembly which is loaded with approximately 22 grains of class-3 black powder. The proposed contract strategy will be restricted to firms located within the United States and Canada under 10 USC 2304(C)(3). The United States (U.S.) Government intends to award up to two (2) Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) production contracts along with a minimum guarantee for the production of the M82 Primer. Each contract will include a five one-year ordering periods with a current total estimated quantity of 1,000,000 of M82 Percussion Primers covering FY18-22 requirements. The M82 Primer will be built to Government Technical Data Packages (TDPs), which will be available upon request. Two versions of the primer will be solicited to include the M82 Primer, NSN: 1390-01-648-3692 and the M82 Primer with a Foam Washer (NSN yet to be determined). The TDPs are coded as Distribution Statement D (authorized distribution of technical documents to the Department of Defense (DoD) and U.S. DoD Contractors only). Businesses are required to be certified by the Department of Defense, United States/Canada Joint Certification Office. If offerors want to become certified in order to receive the TDPs for this effort they must fill out a registration form at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Clause 52.211-4502 of the RFP for this effort will identify the link for offerors to request explicit access in order to view the TDPs. Offeror must submit a copy of the certified registration from (DD form 2345), Military Critical Technical Data Agreement. Restricted technical data will not be forwarded to a contractor who has not been certified. TDPs will not be available until the RFP is released. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
