This is a SOURCES SOUGHT NOTICE of a proposed requirement to award one (1) Olympus Fluoview FV3000 confocal microscope or a system equal to or better than the salient characteristics. This notice is issued solely for informational and planning purposes and no offers will be accepted. This action also requires warranties, shipping, and installation. Salient Characteristics The VA Healthcare System Medical Research Service intends to acquire a high-resolution, high-speed inverted confocal microscope system capable of standard and resonant galvanometer imaging for fixed-sample and multi-dimensional time-lapse live-cell imaging for use in Research service. The VA requires the laser scanning microscope to have the following salient characteristics to be technically acceptable: Optical imaging modalities: Brightfield, DIC, Widefield Epi-fluorescence, Standard and Resonance confocal imaging. Fully motorized inverted microscope platform. Motorized Stage for 3D multi-point live cell imaging. Stage-top temperature/CO2 regulation chamber for live-cell imaging capable of using 5% pre-mixed CO2 for 35mm dish and multi-well plates. Focus drift control unit (ZDC) for time lapse imaging. Adjustable height sample light shield (Umbra Shield) for blocking external room light over sample. Confocal optical design supportive of low magnification (1.25x) to high magnification (150x) LSM imaging Software selectable high-definition galvanometer scanner and high-speed resonance scanner in single system. Spectral detection system for all detectors. Two (2) channel standard Photomultiplier Tubes (PMT s). Two (2) channel high signal/noise Gallium Arsenide Phosphate Photomultiplier Tubes (GaAsP). Transmitted Light Detector. Advanced software capable of: Multi-area time lapse (MATL) imaging Virtual channel acquisition Plan Apochromatic dry objectives with the following magnifications: 1.25x, 4x, 10x, & 20x. Plan Apochromatic Silicon Immersion objectives for refractive index (RI) matching of biological samples for live-cell imaging with the following magnifications: 30x, 60x, 100x. Laser Diodes (LD) for the following wavelengths: 405nm, 488nm, 561nm, 640nm. Complete anti-vibration isolation table. Ability to add additional LD s for future research needs. Warranty, to cover parts and labor, for a minimum of one (1) year. Warranty shall include: Software updates and upgrades Support, repair and replacement by phone, email, or on-site Installation and Training: Training shall be provided by a representative of the company Training shall occur in the campus of VA Training shall occur within one (1) month of installation of the equipment The Veteran s Health Administration Service Area Office - East estimates a posting date of solicitation VA240-17-Q-0133 on May 8, 2017 and distributed solely through the Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). This notice does not constitute a Request for Proposal (RFP) and should not be construed to as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any costs incurred by interested parties will NOT be reimbursed. It is the responsibility of any interested party to monitor this site for additional information pertaining to this notice. The agency is contemplating single award of a firm fixed price (FFP) contract to the contractor whose submission represents best value to the Government. The intention of this notice is to seek sources that could potentially provide these items under a Service Disabled Veteran Owned Small Business Set-aside, or a Veteran Owned Small Business Set-Aside. Firms with interest and capability to respond to this requirement should develop short (1 page or less) narrative capability statement including relevant information indicating and evidencing capability to successfully meet the aforementioned requirements. Responding to this not does not guarantee any opportunity for the contract, and is only used for VA planning purposes. Capability responses will be accepted until 10:00 AM (est) on May 8, 2017.
