- The U.S. Office of Personnel Management (OPM) intends to issue an award on a brand name basis that will result in the purchase of the 2016 Enterprise Automation version of Seagull Scientific's Bartender Software and Maintenance support services. Chief Information Officer (CIO)/National Background Investigations Bureau (NBIB) Information Technology (IT) Project Management Office (PMO)/Epic Support (ES) seeks to procure Seagull Scientific's Bartender Software and Maintenance support services. CIO/NBIB IT PMO/ES provides applications and software support to the U.S. Office of Personnel Management (OPM) by managing OPM's core business applications, supporting program offices and e-Government initiatives. Seagull Scientific's Bartender software package include label design, barcode printing, software integration, and data sourcing features of the Automation edition, plus advanced server functions for centralized printing, security and administration. Also it contains advanced integration features, including TCP/IP triggers, SAP AII, Oracle XML, XML transforms, and XML scripting, full functionality for all of the Companion Applications, logging to centralized databases. The North American Industry Classification System (NAICS) code for this acquisition is 541519. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 8.4, Federal Supply Schedules. The authority for this award is FAR 8.405-6(a)(1)(b)---only one source capable of providing the supplies or services required. The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties interested in this procurement must submit a capability statement within 3 calendar days from the date of this notice. Submissions after that date will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All OPM contractors are required to register in the System Award Management (SAM) database prior to execution of award. All interested parties must express their interest and capabilities in writing via e-mail to Charles P. Reilly III (Charles.reilly@opm.gov) within 3 calendar days of the published date of this notice.
