- The U.S. Army Contracting Command - Rock Island (ACC-RI), on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS) intends to issue Request for Proposal (RFP) W52P1J-16-R-0135 for the 60mm and 81mm Full Range Practice Cartridges (FRPC) Load, Assembly, and Pack (LAP) to the Federal Business Opportunities (FBO) Website, https://www.fbo.gov on or about 12 June 2017. The solicitation will be restricted to the United States and Canada under 10 USC 2304(C) (3). This effort will incorporate FY18-FY22 Army, United States Marine Corp (USMC) and Foreign Military Sales (FMS) requirements. The minimum guaranteed amount (MGA) for each CLIN awarded will be $2,500. The maximum award amount across all 60mm and 81mm FRPC LAP contracts is $85,000,000 (rounded) during the five-year period of performance. The projected award date is the 1QFY18. The U.S. Government will furnish the following components in support of the 60mm and 81mm FRPC LAP: 60MM M769 1. M775 Point Detonating / Delay Fuze 2. 60mm FRPC Shell Body 3. M27 Mortar Fin 4. M235 Propelling Charge 5. M702 Ignition Cartridge 81mm M879A1 1. M751 Point Detonating / Delay Fuze 2. 81mm FRPC Shell Body 3. M24 Mortar Fin 4. M220 Propelling Charge 5. M299 Ignition Cartridge The award will be based on a Lowest Priced Technically Acceptable (LPTA) approach. Each offeror will be evaluated against the solicitation criteria to determine if the offeror has the technical expertise, equipment, facilities, safety clearances and personnel required to manufacture and manage the product. Award will be made to those offerors whose proposals offer the lowest prices and are found technically acceptable based on the evaluation factors outlined in the solicitation. ACC-RI intends to award at least two five (5) year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contracts per each CLIN covering FY18-FY22. Additionally, it is the intent of the U.S. Government to include a small business reserve award for each CLIN. However, the U.S. Government reserves the right to make a single award per CLIN if determined to be in its best interest. The MGA is $2,500 per CLIN. Delivery Order 0001, which will consist of the MGA, will be issued concurrently with the base IDIQ award to each successful offeror. Future requirements will be competed amongst the offeror(s) receiving an award and may be based on price, delivery schedule, manufacturing capacity, storage capacity and/or past performance. The offeror should possess all the necessary equipment, facilities and personnel to LAP the 60mm and 81mm FRPC mortar cartridges. Successful offerors will be expected to LAP a minimum of 12,000 cartridges a month per CLIN. The Technical Data Package (TDP) for the 60mm and 81mm FRPC mortar cartridges are Distribution D, authorized to the Department of Defense (DoD) and U.S. DoD contractors only. Distribution Statement on technical documents are in accordance with DoD 5230.24. All firms must be registered in the Joint Certification Program (JCP) in order to access the TDPs with distribution other than distribution "A" at https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx and have a current valid cage code. All contractors will be required to provide its current DD Form 2345, Military Critical Technical Data Agreement prior to the JCP website accessing the TDP. Each individual requiring access to the TDP must have a FBO account. First Article Test (FAT) will be required for each CLIN award. Delivery will be FOB Origin to locations determined at time of delivery order placement. The 60/81mm FRPC LAP contracts will contain Federal Acquisition Regulation (FAR) 52.246-17, "Warranty of Supplies of a Noncomplex Nature (JUN 2003)". The contractor will warrant the LAP for 1095 days (3 years) after acceptance. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102; therefore hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: https://www.fbo.gov. NOTE: As this solicitation and any amendments thereto will be issued electronically, vendors are advised to periodically access the above address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the RFP may render your proposal nonresponsive and result in the rejection of it. All contractors who provide goods/services to the DoD shall be registered in the System for Award Management (SAM) database prior to contract award resulting from this solicitation. SAM replaces CCR/Fed Reg and ORCA, and contractors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://acquisition.gov or by calling 866-606-8220.
