- N00164-16-G-JQ10-0007 - SOLE SOURCE - INTEGRATE THE 30MM AND 105MM GUN WEAPON SYSTEM (GWS) ON THE AC-130W FUSELAGE TRAINER (FuT) - PSC 6145/ KO16 - NAICS 334511 Anticipated Issue Date 17 MAY 2017 - Anticipated Closing Date 19 JUN 2017 - 2:00 PM EDT Naval Surface Warfare Center Crane Division intends to issue a Job Order under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JQ10. The BOA was issued to L-3 Communications Integrated Systems L.P., d/b/a L-3 TCS. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JQ10 will remain unchanged. This JO is anticipated to upgrade the existing Air Force MC-130H Fuselage Trainer. This upgrade will incorporate a 30mm GAU-23 GWS, a 105mm GWS, an AC-130W Mission Operator Pallet, and other AC-130 support equipment to allow the fuselage trainer to then serve as an AC-130W Aerial Gunner Trainer. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L-3 TCS through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 12 October 2017. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
