Description
The U.S. Office of Personnel Management (OPM) intends to issue an award on a brand name basis that will result in the purchase of Scrutinizer Hardware and Maintenance support services. To support the National Background Investigations Bureau (NBIB) Field Office Network Improvement Project, CIO/EIS/NM seeks to procure Plixer equipment, software, and support. NBIB has the responsibility of conducting background investigations for over 100 Federal agencies - approximately 95 percent of the total background investigations government-wide. Plixer Scrutinizer is a unique software package that delivers the specific functionality that is required to examine traffic at layers 4-7 within the network. Scrutinizer is at the foundation of the Plixer incident response and behavior analysis architecture. Scrutinizer performs the collection, threat detection, and reporting of all flow technologies on a single platform. It delivers real-time situational awareness into the applications and their historical behaviors on the network. The North American Industry Classification System (NAICS) code for this acquisition is 541519. This requirement is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The authority for this award is FAR13.106-1(b)(2), for purchases exceeding the simplified acquisition threshold. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties interested in this procurement must submit a capability statement within 4 calendar days from the date of this notice. Submissions after that date will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All OPM contractors are required to register in the System Award Management (SAM) database prior to execution of award. All interested parties must express their interest and capabilities in writing via e-mail to Charles P. Reilly III (Charles.reilly@opm.gov) within 4 calendar days of the published date of this notice.
