Description
Army Contracting Command - Aberdeen Proving Ground, MD (ACC-APG) intends to award, on behalf of Program Manager Positioning, Navigation & Timing (PMPNT) a Cost-Plus-Fixed-Fee (CPFF) modification to Contract Number W15P7T-14-C-C011 with AASKI Technology Inc., Ocean, NJ; in accordance with Federal Acquisition Regulation (FAR) 6.301-1 - Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. Contract W15P7T-14-C-C011 was awarded as a non-commercial small business set-aside. This modification will (1) extend the Period of Performance (PoP) of the Systems Engineering and Technical Assistance services contract by seven (7) months, from 29 July 2017 to 28 February 2018, and (2) increase the level of effort and ceiling to fully support PM PNT. The PoP extension and ceiling increase are needed to maintain uninterrupted engineering and support services while the Government completes its effort to establish a follow-on, fair opportunity competition with ACC-Warren and System of Systems Engineering and Integration (SOSE&I) in Warren, Michigan, which currently projects award for 30 November 2017. The range of critical services that are currently being provided include Program Management, Engineering, Logistics, and Administration for current User Equipment (UE) and emerging PNT products and technologies at various phases of the Defense Acquisition System (DAS) program lifecycle. Examples are participating in the development of program objectives, requirements analysis, strategies, schedules, program documentation, business case analysis, acquisition planning, policy implementation and achievement of milestone objectives for emerging PNT and augmentation technologies. System Engineering support includes support of concept development, systems design and architecture, modeling and simulation, engineering integration, test and evaluation, hardware and software validation support, host platform integration support, field demonstrations of PNT, and Augmentation products or technologies. Logistics support includes assessment, planning and implementation efforts to ensure supportability through the product lifecycle to include maintenance assessments, Integration Logistics Support (ILS), equipment fielding and distribution, institutional and new equipment training, sustainment engineering, logistics standards, policy and procedures and contract data requirements list (CDRL) review in support of all current products. Administrative support includes program office administrative and operational support, development and maintenance of databases to track PNT requirements, product and customer data, briefings, internal and external reporting and tracking systems, various IPTs and Working Groups, website and knowledge management activities and security activities as required. Due to the nature and extent (Secret clearances and skillset) of the services provided, and the risk to PM PNT operations if a break in service is realized, any company that is to provide the required services must have properly trained staff members with the proper clearances in place and with the correct skill set ready to begin work on the day of award. Due to the slip in award forecast of the follow-on effort, the timing of the PoP extension modification will not support any transition period to obtain the proper clearances and skill set, or to hire and train any employees. Full performance work must be able to begin on the day of award. As market research has shown, AASKI has the unique ability to continue the work with the required skill set, without a break in service, and it is the only company that has been shown to be responsive, responsible, and capable. However, all responsible sources may submit a capability, proposal, or quotation, which shall be considered by the agency.
