Description
The El Paso VA Health Care System (ELPVAHCS) is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 13. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) are 524292, 541214 or 541219. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this service must notify the Contract Specialist no later than NOON PM Central Time, May11, 2017. In accordance with the Federal Acquisition Regulation, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE: Description of Service: El Paso VA Health Care Facility is seeking first/emergent prescription pharmacy services for our Veterans obtaining medical care at our VA Community Based Outpatient Clinics without onsite dispensing pharmacies. Currently, these sites include (Las Cruces, NM and Eastside El Paso VAHCS). The contractor will also act as the intermediary billing agent for any future CBOC that may open during the fiscal year that does not have a dispensing pharmacy. The contractor is also responsible for contracting with community pharmacies located within a five mile radius of a CBOC or VA medical center. Veterans visiting our CBOC locations who need to have a prescription filled that day will go to the contracted community pharmacy and present their VA prescription for filling. This is provided to the Veteran at no cost. The contractor will work with the El Paso VA to establish a formulary from which processing of prescription will occur. In order to minimize cost, generic medications will be used when available at all times for both first and emergent Rx fills. The contractor will work with the VA in meeting its requirements of days supply and no refills for all first and emergent Rx fills. They will also ensure that community pharmacies contracted will be open on weekends and evenings to better support the needs of our veterans. The contractor will provide the El Paso VA Pharmacy monthly reports detailing the CBOC community prescription fill activity. These reports will be site specific and detail the number of prescriptions prescribed and total dollar claims per CBOC site. These reports will be sent via encrypted electronic email to the Chief of Pharmacy for review before monthly payment will occur. Payment will occur via submittal of claim (PO#) and invoicing by Austin. Payment will occur from funds in FCP 60 Outpatient Pharmacy. Security Requirements: This acquisition will not require services that involve connection to a VA internal trusted network. The C&A requirements do not apply and a Security Accreditation Package is not required. In reference to VA6500.6 #7, there is sensitive information to protect. The encryptions are protected by PGP Hard Disk encryption. The data that is transmitted to us each month is encrypted using VeriSign from their end and our PKI certificates. The contractor maintains only 90 days of patient information for use by clients to monitor compliance and business costs. The contractor does not access any VA hardware or systems. Their data comes completely from the commercial side of the pharmacy industry and only information pertaining to the prescriptions process is captured. Any patient information given their customer care representatives are shredded on a daily basis. Any information that is entered on our behalf into the real-times claims adjudication system is managed and secured by the PBM partner Caremark. Where will this service be used? At this time this service will be used at Las Cruces, NM and Eastside El Paso VAHCS CBOC locations. Expansion of this service may occur upon the opening of future CBOC locations. Who will be using this service? VA healthcare providers, pharmacists, and patients at our Las Cruces, NM and Eastside El Paso VAHCS CBOC locations.
