- Description
- NASA/JSC has a requirement to acquire a reference data package and parts list to baseline the design for the installation, modification of nadir (downward looking) windows in NASA's Gulfstream V (GV) aircraft and to provide technical support. This reference data package includes drawings to not only modify the aircraft fuselage for the viewports but to also route critical aircraft systems like flight control cables, hydraulic lines, and electrical wiring around the windows. The proposed period of performance is one year commencing after award of contract with a one year option for a total of two years. NASA/JSC intends to purchase the items from Gulfstream Aerospace Corporation because they own the rights to the engineering data. Therefore, Gulfstream Aerospace Corporation is considered the only source of the engineering data necessary to fulfill the Government's requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on May 12, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
