- 3M CommType NSN List DLA Aviation will be issuing a solicitation to procure items in which 3M is the only approved manufacturing source. The solicitation will include 45 commercial-of-type items which are categorized by multiple Federal Stock Classes (FSCs). The largest number of items to be solicited are assigned to FSC 5970 and the item with largest estimated dollar value is assigned to 6135. The evaluation will be line-by-line and each NSN will be awarded to the highest rated offeror. DLA does not currently possess the technical data for any of the items to be solicited. Alternate offers must submit a complete technical data package for each NSN to be considered. The solicitation will permit the award of Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) which will include a 3-year base period and 2-year option for a total 5-year potential contract term. These contracts will be fixed price but will include an annual Economic Price Adjustment (EPA) clause that adjusts pricing annually based on an index that is representative of that items National American Industry Classification System (NAICS) code. The contracts resulting from this solicitation are expected to be awarded on or around 3 NOV 17 with performance in the Contiguous United States (CONUS) and shipment to a CONUS depot. The solicitation will be unrestricted. Based on the anticipated 5-year term, the Estimated Dollar Value of this Acquisition is $5.8M. A list of NSNs, Estimated Annual Demands and Delivery Schedules has been attached. A copy of the Request for Proposal (RFP) will be available on the DLA Internet Bid Board System (DIBBS) at: https://www.dibbs.bsm.dla.mil/. It is anticipated that the solicitation will be published on DIBBS on or around 18 MAY 17.
